This posting is for an Engineering Manager II who will serve as the Division Construction Engineer for Division 3. The position is responsible for managing and supervising Engineers directly administering contracts for highway projects & provides indirect supervision of the Division Utility Engineer & the Right of Way Unit. Duties include administering construction contracts for roadway and bridge projects; coordinating with central Planning and Design units during preconstruction phases of tri-managed projects; assisting in the development and implementation of various Division programs; and responding to inquiries from the public, local governments, and news media regarding DOT policies, procedures, division projects, plans, and proposed work (Position #60017414).
The position requires the ability to independently perform engineering analyses and prepare technical, statistical, and managerial reports, as well as strong oral and written communication skills. The Engineering Manager II must be able to manage multiple projects, meet challenging & critical deadlines, oversee the workload of other engineers, apply engineering principles to complex problems, and make sound recommendations and decisions. Registration as a Professional Engineer by the North Carolina Board of Examiners for Engineers and Surveyors is preferred. The selected applicant must be able to legally operate a motor vehicle and is required to wear safety-toed shoes.

Knowledge, Skills and Abilities / Competencies:

Salary Grade and Salary Range:  NC25, $89,596 - $201,593

Management prefers applicants with the following:

  • Experience managing multiple, complex roadway and bridge construction projects both conventional and alternative delivery methods, with a broad scope for completeness, compatibility, compliance with engineering principles, standards, codes and design needs
  • Experience in performing engineering analysis and preparing technical, statistical, and managerial reports, presenting information in a public setting
  • Experience in preconstruction activities in the planning and development of future projects
  • Experience collaborating with others in finding solutions to controversial or sensitive matters that establish precedents
  • Experience reviewing engineered plans and details to determine compliance and compatibility with construction and engineering principles, standards, codes, designs, and statutes

Minimum Education and Experience

Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience.

Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
