This position is a senior-level human resource consultant supporting supervisors and employees throughout the Health Care Authority (HCA). The successful candidate will utilize keen critical thinking skills to navigate situations that may be challenging and require the ability to research and apply rules and policies of appropriate authorizing environments. About the division:
Human Resources is an organizational section within the Employee Resources Division (ERD) within the Central Services Administration (CSA) of HCA. In support of the agency, the HR team's purpose is to create and maintain the professional structure that provides extraordinary services to customers and ensures the well-being of HCA employees.
About the position:
Under general direction, the Human Resource Consultant 3 (HRC 3) independently provides senior professional-level human resource services and independently researches, consults, and advises executives, managers, supervisors, and staff on a variety of sensitive, complex issues, in the areas of compensation; performance management; employment investigations; corrective action; employee recognition and retention strategies; organizational development; labor relations; compliance with federal, state, and agency rules and the Collective Bargaining Agreement; and general consultation.
This position is eligible to telework and is typically not required to report on-site.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Some of what you will do:
Independently provide responsive, high quality, professional-level consultative HR services to Appointing Authorities, managers, supervisors, and employees in the areas of compensation, performance management, corrective/disciplinary action, employee recognition and retention, labor relations, leave and time reporting, and general inquiries.
Provide professional consultation to executives, managers, and supervisors on the corrective action/Just Cause progressive disciplinary process, rules, and past practices.
Investigates initial workplace concerns or complaints by asking appropriate questions to determine whether a potential policy violation or other issue has occurred.
Research applicable rules/laws and provide professional consultation and advice regarding Collective Bargaining Agreements, Washington Administrative Codes, discipline, investigations, compensation, and HR processes.
Independently prepares correspondence, including disciplinary letters, on behalf of the Appointing Authority, manager, or supervisor.
Researches and analyzes information from multiple sources.
Prepares interview questions, conducts interviews, analyzes information, prepares investigation reports for Appointing Authority review/action, and follows up with participants.
Required qualifications:

If hired at the HRC2 level (in-training): ($55,224-$74,376 annually)
A bachelor’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field
Recent relevant experience may substitute year-for-year for education.
One (1) year of professional Human Resource experience that includes consulting on HR services and interpretation and application of laws, rules, policies, and procedures.
OR
One year of experience at the Human Resource Consultant 1.
Upon completion of one year in the HRC2 in-training position, the candidate will progress to HRC3 classification.
If hired at the HRC3 level: ($64,092-$86,208 annually)
A bachelor’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field
Recent relevant experience may substitute year-for-year for education.
Two (2) years of professional Human Resource experience, including performing research and providing interpretation and/or consultation on laws, rules or policies.
OR
One year of experience at the Human Resource Consultant 2 level.
Preferred qualifications:
Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification.
Successful completion of HCA and/or Department of Enterprise Services investigation training, or similar.
Knowledge of complex laws, rules, policies, and collective bargaining agreements.
Experience using the Washington State Human Resource Management System (HRMS).
Professional HR experience advising management and employees on classification, compensation, Just Cause progressive discipline, employment investigations, recruitment, Family and Medical Leave Act (FMLA), and/or reasonable accommodation.
Demonstrated ability to:

Understand and apply laws, WACs, union contracts, and other HR-related policies and procedures.
Research complex data.
Analyze and interpret statistical data in a fast-paced work environment.
Maintain personal and professional characteristics that are needed to meet organization’s expectations and demands of the workplace.
Provide excellent customer service to diverse groups of people with varying needs.
Apply specialized knowledge and use independent judgment in resolving technical professional level problems.
Establish collaborative workplace relationships, encourage teamwork, and establish trust and credibility with others.
Effectively present ideas and consult with diverse individuals and groups.
Readily adapt to new situations and be open to change.
Actively listen and understand what is being communicated.
Work independently with little supervision and demonstrate initiative.
Analyze and interpret information in order to provide options and solutions.
Independently prioritize workload, multi-task, and meet necessary and/or reasonable timelines.
