GENERAL DESCRIPTION:

Perform complex (journey-level) technical and regulatory work to identify and report safety compliance or noncompliance status of vehicles and/or vehicle operators to ensure their compliance with federal regulations and Texas statutes and regulations while operating on public highways and roads. Work involves conducting inspections and quality assurance reviews to ensure compliance with laws, regulations, and agency policies. Work under general supervision, with moderate latitude for the use of initiate and independent judgment.
The following Military Occupational Specialty codes are generally applicable to this position.
Applicants must fully complete the summary of experience to determine if minimum qualifications are met.
ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Conduct safety inspections of commercial motor vehicles in accordance with federal regulations and State law.
2. Document identified deficiencies and infractions while placing the subject vehicles into an Out of Service status according to federally mandated guidelines.
3. Prepare notice to appear citations / warnings for violations of the motor carrier safety regulations and /or the hazardous materials regulations.
4. Examine the permits, licenses and registration records to ensure compliance with state / federal licensing / registration requirements.
5. Compose and complete a variety of documents (narrative reports, violation reports, written warnings, general correspondence, weekly reports, vouchers, etc.) as needed.
6. Establish and maintain effective working relationships with commercial carriers, commercial operators, Department employees and the general public.
7. Respond to telephone, written or in person inquiries from the general public concerning commercial vehicle requirements.
8. Assist local and state law enforcement personnel on special investigations of commercial carrier operations and individuals regarding violations of the safety regulations.
9. Based on inspection findings, may refer a motor carrier for a compliance review in order to investigate their overall safety fitness.
10. May appear at hearings or testify before courts of jurisdiction.
11. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
12. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS :
Education

– High School Diploma/equivalent.
Experience

– A minimum of two (2) years’ experience in work involving customer interaction, clerical, mechanical or moderately technical work (part stock/sales; appliance repair, etc.) or other work that requires frequent mental activity and decision making.
A career ladder has been established for this position for advancement to the various higher salaries and/or levels of the Commercial Vehicle Inspector job series requires completion of various lengths (one (1), four (4), eight (8), twelve (12) years) of qualifying work experience AND the recommendation of Supervisory Staff.
After certification of successful completion of required training, the following are required:
Licensure and/or Certification

– If driving is required, must possess a valid driver license from state of residence. Maintain current Certification in: North American Roadside Inspection, Hazardous Material Inspection, Bulk Packaging Inspection, Motor Coach Inspection, and all other training required for this position. Must be able to obtain and maintain TLETS Certification within twelve (12) months of employment.
Vehicle Inspection

– Knowledge of the basic principles of commercial vehicle technology and the methods, practices, procedures and techniques related to the motor vehicle safety inspection program process, field inspections and investigations, and enforcement.
Regulatory Knowledge

– Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Technology

– Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
Interpersonal Skills

– Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.
Organizational and Prioritization Skills

– Must be organized, flexible, and able to effectively prioritize in an occasional high-volume office setting and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

– Skill in effectively communicating with coworkers, law enforcement agencies, external and internal customers either by phone or email correspondence.
Research and Comprehension

– Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail

– Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Confidentiality and Protected Information

– Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Investigations

– Ability to make accurate observations of conditions and occurrences and to identify significant items in the environment and to ascertain facts by personal contact and observation and the examination of reports and records. Ability to conduct visual surveillance using binoculars.
Inspection Equipment

– Ability to use small hand tools in association with inspection procedures. Ability to determine if commercial vehicle inspection equipment is being used properly. Ability to safeguard assigned equipment and supplies.
Safety

– Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Schedule

– Availability for after-hours and weekend work is required.
PHYSICAL and/or ENVIRONMENTAL DEMANDS:

The physical and environmental demands described here are representative of those encountered and/or necessary for the employee to successfully perform the essential functions of this job; reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
• Sufficient strength to lift and/or carry up to forty (40) pounds on an infrequent basis a minimum of thirty (30) yards.
• Sufficient physical mobility and manual dexterity to successfully perform the duties of the job.
• Sufficient physical ability to perform duties adjacent to mobile or stationary commercial vehicle equipment, and/or commercial vehicles and on concrete, blacktop or other surfaces that become slippery from oil, grease, engine coolant, and other products associated with the transportation industry.
• Tolerance to daily exposure to varying weather and temperature extremes and to tolerate commercial vehicle emissions, fumes and vapors, oil, grease, engine coolant and other products associated with the transportation industry.
• Ability to bend, stoop and utilize a mechanic's "creeper" to maneuver under vehicles to visually inspect commercial vehicle mechanical components.
• Ability to climb into trucks and trailers to check proper cargo binding and on to the top of transport tanks to check compliance with hazardous materials regulations.
• Ability to distinguish between shading of color variations to detect counterfeit inspection certificates and/or related documents.
• Driving requirements: Occasional (10%).
Testing is required for candidates to be considered to go before the oral interview board and will be notified via email provided on the application. Candidates must qualify on the DPS issued Agility, Reading, Writing and SRA testing.
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive

an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
