DSHS ALTSA Management Analyst 5

Aging and Long-Term Support Administration (ALTSA), is growing our

Project Management Office (PMO)

and looking for a Management Analyst 5 to join our team. This is an exciting opportunity to support the successful implementation of the Assistant Secretary’s ALTSA-wide vision.

In this role, you'll will conduct high-level analysis for the ALTSA Project Management Office, that includes reviewing, researching, compiling, and analyzing qualitative and quantitative information as it relates to all ALTSA operations. Curiosity and independent judgement will be crucial as you examine and make recommendations on complex, multi-dimensional issues impacting administration-wide programs and policies. You may also lead projects impacting multiple programs.

This is an internal DSHS employee opportunity. This role is currently teleworking, however if in office requirements change based on business needs, you can work from any DSHS office location in the State of Washington.

Some of what you’ll do:
Conducting research and analysis of ALTSA-wide policies, practices, and procedures
Develops creative and innovative solutions based on analysis findings, including new methods/policy proposals/procedures/approaches
Provide professional and technical advice and consultation to management and others regarding multi-dimensional issues impacting diverse departments
Assist management to identify and plan business process changes for short and long-term strategic goals
Collects, assembles, analyzes, and provides data from internal and external resources, including other states, other agencies, data warehouses, forecast information and other applicable resources
Present complex data through statistical and narrative reports, graphs, charts, and other formats to identify solutions, implement process improvements and provide leadership and staff meaningful information
Lead small to medium sized projects impacting multiple programs and departments
Create and maintain communication tools to provide information and data across the administration and to stakeholders

We’re looking for a professional with:
5 years of demonstrated experience in conducting research and analyzing policies, laws, rules, or regulations

With 1 to 3 years of demonstrated experience in two or more of the following areas:
Conducting research
Analyzing policies, laws, rules, or regulations
Conducting business analysis and developing requirements
Leading business projects
Managing business operations
Business policy development
Data analysis and visualization
AND
A bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field

Professional experience may substitute, year-for-year, for education
Preferred Experience:
Expert knowledge of laws and policies in relation to Long-Term Care and service areas within ALTSA
Project Management (PM) training, familiarity with PM practices and language
Business Analysis (BA) training, familiarity with BA techniques (Risk Analysis, Root Cause Analysis, User stories, etc.)
Completion of Excel Level 3 and Excel Dashboard classes (or comparable experience)
Proficiency with Smartsheet
