In this role, as a Contracts Officer, you will work closely with regional, local, and headquarters program staff, contractors, and potential contractors to ensure contracts follow department policies, state and federal laws and regulations pertaining to contracts, and contractors include, but are not limited to other government organizations (federal, state, and local), institutions of higher learning, private, non

-

profit and profit entities.
You will work closely with leadership in other DSHS Administrations and other state agencies in support of better collaboration and innovation in contracting practices. You will provide expert advice, consultation, information, guidance, interpretation, and technical support and exercise authority in contracting decisions and relations with contractors that require the consistent use of independent judgment. You will have a wide variety of tasks that range from drafting and executing contracts, identifying issues, resolving problems with agreements, and serving as a liaison between the DSHS administration when putting contracts into effect. You will set policies and procedures for the Community Service Division, contracting activities statewide, and contracting to monitor for statewide compliance.
King County employees receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use

Some of what you'll do

Maintain and manage multi-million-dollar contract services.
Oversee the development of legally and technically sufficient contracts for federal and state public assistance programs.
Oversee and coordinate procurement processes for personal and client service contracts and other types of contracts.
Conduct on-site monitoring of assigned contracts and agreements.
Provide assistance to the regional offices selected Refugee Assistance Programs and the Statewide Basis, Food employment and training contractor.
Assist in writing and maintaining CSD contracting policies and procedures.
Develop and conduct contracting technical assistance and training, to potential and current contractors pertaining to contract terms and conditions and Statements of Work.
Develop and conduct contract training and technical assistance to regional and headquarter staff.
Oversee and coordinate procurement processes for personal services and other types of contracts.
What we are looking for

Knowledge of and/or experience in:

Strong managerial, analytical, and technical knowledge of federal and state public assistance programs.
Management principles and organizational theory.
Project management principles, including long-range planning, establishing timelines, and milestones.
Principles of strategic planning, negotiation, and conflict resolution.
Ability to:

Use independent judgment that supports the effective utilization of contracted services within the CSD.
Communicate effectively (both orally and in writing) with all customers and contractors.
Manage multiple priorities while meeting established deadlines.
Collaborate and work cooperatively with co-workers, management, and internal and external stakeholders.
Develop, negotiate, critique, and approve performance-based contracts and agreements.
Create monitoring tools, and corrective action plans· and conduct on-site monitoring of contracts with internal and external customers.
Participate in group problem-solving, and decision-making and work collaboratively in a team effort and environment.
Who should apply:
