With Northrop Grumman, you\u2019ll have the opportunity to be an essential part of projects that will define your career, now and in the future.\n\nNorthrop Grumman Defense Systems is seeking Program Manager 2, to serve as a Program Manager and join our diverse team of professionals located at Lake Charles, LA.\n\nAs the E-6B Program Manager you will oversee both components of our E-6B Program with support from the Deputy Program Managers that drive the E-6B Periodic Maintenance Inspection (PMI) and our E-6B IMMC BLK II maintenance and modification program.\n\nThe Navy E-6b is an airborne command post and communications relay based on the Boeing 707 platform. The aircraft are utilized primarily for long-range patrols along the entire U.S. border, and in source and transit zone countries. This platform, now modified to the E-6B standard, conveys instructions from the National Command Authority to fleet ballistic missile submarines, a mission known as TACAMO (\"Take Charge And Move Out\").\n\nProgram Managers are responsible for leading all phases of the E-6B program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).\n\nPrimary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:\n\n\u2022 Support all aspects of managing the Program Profit and Loss (P\u0026L) and reporting appropriately through Management chain.\n\n\u2022 Cultivating customer relationships and intimacy to develop further opportunities within the customer community.\n\n\u2022 Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.\n\n\u2022 Adapting program organization to effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.\n\n\u2022 Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.\n\n\u2022 Development of bottoms up Estimate to Complete (ETCs) driving to Estimate at Complete (EACs)\n\n\u2022 Measuring and reporting program performance.\n\n\u2022 Delivering presentations to customers, executive management and other program stakeholders.\n\n\u2022 Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.\n\n\u2022 Review and finalization of the program Statement of Work, integrated plans and schedules, and change management procedures and tools\n\n\u2022 Identification, distribution, tracking, and completion of program requirements.\n\n\u2022 Establishment and management of the program and subordinate baselines.\n\n\u2022 Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost \u0026 schedule control methodologies and tools.\n\n\u2022 Identifying, allocating and managing program resources, including workforce planning.\n\n\u2022 Managing Government/customer supplied property or information (GFE, CFE, etc.).\n\n\u2022 Managing suppliers to meet program objectives.\n\n\u2022 Adherence to all internal processes, policies, and applicable industry standards.\n\n\u2022 Conducting thorough risk \u0026 opportunity management practices including identification, mitigation and realization.\n\n\u2022 Defines the work of employees assigned to the program from matrix organizations.\n\nNGSkills\n\nBasic Qualifications:\n\n1\\. A minimum of 12 years\u2019 experience in an aviation manufacturing/product support/repair environment and a High School diploma or A Bachelor\u2019s degree in a technical discipline related to aviation industry in a Production and/or Maintenance and Repair Operation and a minimum of 8 Years\u2019 experience in an aviation manufacturing/product support/repair environment may also be considered.\n\n2\\. A minimum of 5 years\u2019 experience as a PM or DPM with Profit and Loss (P\u0026L) responsibility.\n\n3\\. Demonstrated proficiency utilizing program management tools like Risk \u0026 Opportunities, Alpha contracting, Program Execution Framework, etc.\n\n4\\. Experience presenting complex technical programs and concepts to senior management and customers.\n\n5\\. Ability to comprehend and analyze complex problems and develop solutions.\n\n6\\. Ability to prioritize and adjust tasks to accomplish the project result.\n\n7\\. Able to prepare and analyze data and figures.\n\n8\\. Ability to develop and present material outside the immediate work function.\n\n9\\. Ability to change physical locations based upon need (including physical ability to travel).\n\n10\\. Ability to obtain/maintain a Secret Clearance.\n\n11\\. Proven experience working in a fast-paced environment with customers on-site.\n\n12\\. Knowledge and previous experience in execution of proposals and contracts under FFP.\n\nPreferred Qualifications:\n\n1\\. 12 or more years\u2019 experience in a manufacturing or product support/repair environment.\n\n2\\. A Master\u0027s degree in a technical discipline.\n\n3\\. Experience working with Service Contract Act efforts.\n\n4\\. A current or ability to obtain a Top Secret Clearance.\n\n5\\. E-6B or similar platform experience.\n\nPrimary Level Salary Range: $139,100.00 - $208,700.00\n\nThe above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate\u0027s experience, education, skills and current market conditions.\n\nDepending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
