GENERAL STATEMENT OF DUTIES

Work in this class involves administrative and supervisory responsibility for an entire medium-sized eligibility program in a county department of social services or as an assistant to a supervisor of a sub-division such as WorkFirst, Medicaid, food stamps, or intake of a medium-sized to large eligibility program.

DISTINGUISHING FEATURES OF THE CLASS

Employees in this class are responsible for he assigning, supervising, and reviewing the work of a smaller unit of eligibility specialist who are responsible for determining and re-determining the eligibility of individuals requesting public welfare assistance. Employees may perform eligibility tasks requiring the application of more varied and complex procedures and policies and the more frequent use of independent judgment in solving problems. Work is can be extremely stressful and is performed independently in accordance with established polices and procedures and is reviewed and evaluated by the county social services director.

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks
• Assigns work to eligibility specialist in the department and reviews eligibility forms to assure that all pertinent information is gathered and recorded.
• Supervises the daily activities of the eligibility unit and coordinates the workflow of the eligibility unit with other sections throughout the department; assures that the quality and quantity of work in the unit meet established standards and policies.
• Trains and orients new employees; coordinates staff development function for employees in the unit.
• Represents the department in conferences with community agencies and officials interpreting the scope and the policies of the eligibility program.
• Attends departmental meetings to inform and receive information concerning the eligibility program.
• Handles unique or problem situations involving individuals seeking assistance under the provisions of the public assistance, medical assistance, and/or direct food distribution and food stamp program.
• Prepares and reports necessary information.
• Performs other duties relative to work described.

RECRUITMENT STANDARDS

Knowledge, Skills, and Abilities
• Thorough knowledge of forms and documents used in determining eligibility.
• Considerable knowledge of the use of Public assistance manuals.
• Considerable knowledge of needs, problems, and attitude of disadvantaged persons.
• Ability to instruct, direct, and supervise lower-level employees performing the eligibility duties, and maintain satisfactory working relationships with applicants, and others contacted within the course of work.
• Ability to communicate effectively with applicants and community agencies to obtain pertinent data and to interpret rules and regulations.
• Ability to represent the eligibility program in departmental meeting and community conferences.
• Ability to present information orally or in written form.

Typical Qualifications

Minimum Qualifications

Four year degree from an accredited college or university and two years of experience as an eligibility caseworker

Associate degree from an accredited college or university and three years experience as an eligibility caseworker

High school completion and four years experience as an eligibility caseworker.

A motor vehicle record (MVR), background & credit check, and drug screening will be conducted on candidates considered for this position.

Special Qualification
Valid Driver's License

Physical Demands

Must be able to physically perform the basic life operational functions of fingering, grasping, talking, hearing, and repetitive motion. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Must possess the visual acuity to prepare and analyze data, operate a computer terminal, and do extensive reading.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
