Brief Job Description:


Performs highly complex (senior-level) youth camp emergency management and coordination work for the youth camp regulatory program under the supervision of the Youth Camp & Public Sanitation (YC & PS) Operations Branch Manager and the leadership of the Youth Camp Emergency Management Program Coordinator (YC EMPC) Liaison. Serves as the EMPC for their designated area and coordinates emergency plan review and inspection activity with the YC EMPC Liaison, the YC & PS Team Lead, and field inspectors. Reviews and endorses youth camp emergency plan submissions, inspections, and investigations, and prepares and presents cases for escalated enforcement. Serves as an Operations Branch representative with the Compliance Section for the Compliance Review Committee (CRC) meetings, informal conferences, and hearings. Reviews, documents, and responds to complaints regarding the youth camp emergency plans. Provides guidance and training to DSHS staff and regulated industry personnel and conducts joint inspections when required. Participates in emergency response training and performs emergency response activities. Assists in developing emergency plan policies and standard operating procedures (SOP). Assists with rule revision projects and in developing agency cost estimates and bill analysis during legislative sessions. Participates and coordinates with the Youth Camp Safety Multidisciplinary Team (YCSMT) and other emergency response agencies and organizations. Provides program support and performs other duties as assigned by the Manager to meet the needs of the Branch and Section. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.


Essential Job Functions (EJFs):


(35%) Receives and evaluates youth camp emergency plans, coordinates, assigns, and conducts inspections. Coordinates with the Youth Camp EMPC liaison, provides technical expertise, and maintains communication with Inspection Branches; Texas Department of Emergency Management (TDEM); Texas Fire Marshal’s Office; Texas Water Development Board (TWDB); Local Emergency Planning Committee’s (LEPCs); the State Medical Operations Center (SMOC); and other stakeholders. Participates on the Youth Camp Safety Multidisciplinary Team. Assures regulations are implemented effectively. Assists in developing policies and SOPs. Recommends updates to Program websites


(25%) Assists in developing and maintaining policies, SOPs, model youth camp emergency plans, education and outreach materials. Develops and delivers presentations. Reviews and endorses youth camp emergency plan inspection reports. Reports emergency plan review findings to the EMPC Liaison and Licensing Branch.


(15%) Receives, reviews, documents, and responds to complaints regarding youth camp emergency plans. Assigns complaints to Inspection staff for review and investigation. Reviews reports to ensure proper implementation of approved emergency plans. Prepares and presents cases for escalated enforcement. Serves as the Operations Branch representative at Compliance Review Committee (CRC) meetings and informal conferences. Participates in hearings as a department representative at the State Office of Administrative Hearings (SOAH).


(10%) Participates in emergency response training and performs emergency response activities. Attends and maintains training in emergency preparedness, management, and response. Evaluates and monitors state weather reports and recommendations.


(10%) Serves as a subject matter expert regarding youth camp emergency plans. Participates in rule revision projects; development of agency cost estimates and bill analyses; and. implementation of state legislation.


(5%) Performs other duties as assigned by the Manager to meet the needs of the Branch and Section. Duties also include actively participating and/or serving in a supporting role on occasion to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.


Knowledge, Skills and Abilities (KSAs):


Knowledge of:



  • local, state, and federal regulations and laws related to public safety, youth camps, and emergency management; program planning, implementation, and monitoring;


Skill in:



  • understanding and interpreting relevant statutes and regulations;

  • reviewing technical inspection, investigation, or audit reports to ensure compliance with regulations;

  • technical, writing, training, teaching, public speaking, risk management, and risk communication;

  • the use of various software programs, including Microsoft Word, Excel, PowerPoint, Outlook, and SharePoint;

  • managing multiple and competing priorities.

Registrations, Licensure Requirements or Certifications:


Training Courses Required:


IS-100.C: Introduction to the Incident Command System


IS-200.C: Basic Incident Command System for Initial Response


IS-700.B: An Introduction to the National Incident Management System


IS-800.D: National Response Framework, Introduction


Initial Screening Criteria:


Required: Three (3) years of experience in emergency management or public safety.
Preferred: Undergraduate or advanced degree in management, planning, public administration, emergency management, or a related field from a U.S. accredited college or university or foreign degree determined to be equivalent by an acceptable education evaluator.


Three or more years of experience in reading and interpreting emergency management laws and rules and offering guidance to industry, public, or local emergency or health departments.

  2. This position may require overtime, extended hours, and/or hours outside of the normal 8:00 AM to 5:00 PM, Monday through Friday schedule.
