Job Summary

Under general supervision the Emergency Notification Systems Specialist supports Tulsa County emergency management services by performing the following duties.

Job Description

Safety-Sensitive Position: Yes (as defined under Oklahoma Statute Title 63 § 427.8)

All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.

Essential Job Functions

  • Coordinates the County’s emergency notification platforms, including mass notification systems and supports City of Tulsa activities as necessary.
  • Coordinates with the public and community businesses to track community level tests and communications related to warning and emergency conditions assuring schedule completion.
  • Prepares written communication for use with informing public of hazards and developing communications and notifications procedures with key partners. 
  • Support the Emergency Operations Center to assure reliable systems.
  • Develops for team review situation reports of response activities, tracking needs in the communities, coordinating and resolving community requests and entering data in systems such as WEBEOC. 
  • Enters data into systems used for emergency response such as Local Emergency Planning Coordination, WEBEOC, and others. Attends systems training to keep up to date on systems functionality.
  • Synchronize response actions and communicates with leaders and other civic organizations about support required from their areas of responsibility.
  • Intakes requests for support from communities and the public during non-disaster and disaster times to either fill requests or track and send information to agencies that can resolve problems.
  • Supports EOC operations during events to coordinate activities and assure tracking of unmet needs for reporting to the Director.
  • Helps to develop and write after-action reports and surveys.
  • Generally keeping other relevant offices such as PIO, Fire, Police, and Health abreast of current situations and relaying requests for assistance to the Incident Management Team.
  • Collaborates with Public Information Officer (PIO) to ensure consistent and accurate information are communicated through all communication channels.
  • Keep accurate records of all equipment which is signed out or loaned out.
  • Support the Director and team in post-incident recovery efforts, natural disaster response, and related emergency management activities
  • Acts as back up to input time, prepare budgets, process requests for approval to the BOCC and Budget Boards.
  • Perform other duties as assigned.

Qualifications Required

Required Knowledge, Skills, and Abilities

Knowledge in National Incident Management System (NIMS), Incident Command System (ICS), and FEMA emergency management principles; emergency preparedness, response, recovery, and mitigation strategies; local, state, and federal emergency management regulations and coordination procedures.

Skill in written and oral communication skills; public speaking and delivering effective presentation to diverse audiences including Elected Officials, community groups and first responders organizations; using emergency management software, data systems, and communication tools to support planning and response operations.

Ability to write plans, reports, and briefings; analyze complex emergency situations and develop solutions under pressure, coordinate and collaborate with multiple agencies; work independently and as part of team to achieve organizational objectives; irregular hours, including evenings, weekends, and holidays when incidents or exercises occur.

Computer Skills

To perform this job successfully, individuals should have knowledge of Microsoft Office Suite (Word, Excel, PowerPoint) and using emergency management software platforms or databases such as Web EOC.

Supervisory Responsibilities

This position has no supervisory responsibilities.

Education and/or Experience

Bachelor degree in Emergency Management, Public safety or a related field and Three (3) years of experience in public interactions, customer service, timekeeping and budget support, working in data systems, and data report development, participant in emergency management, disaster response, business continuity, or a related field is a plus or a combination of education and experience may be considered.

Language Skills

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present verbally and in writing information to top management, public groups, and/or boards of directors.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Certificates, Licenses, Registrations

Oklahoma Driver’s license possessed for at least 6 months

Defensive driving with Tulsa County within 6 months of hired

While performing this job the employee is frequently exposed to outdoor weather conditions. May need to travel locally and statewide for training, conferences, and mutual-aid coordination. The noise level in the work environment is usually moderate.
