Minimum Qualifications:
Bachelor's Degree in business or public administration, human resources, or a related field required; supplemented by three years of human resources and training experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required : Must possess and maintain a valid Georgia driver's license. State of Georgia Instructor Training Certification is to be obtained within six (6) months of employment.

Specific Knowledge, Skills, or Abilities:

Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

The examination will consist of an evaluation of education and experience accomplished by analysis of the application. Purpose of Classification:

The purpose of this classification is to conduct departmental training needs assessments, research and develop training programs, and make training recommendations to management. Responsibilities include coordinating training; designing and delivering training; evaluating training effectiveness; and facilitating team-building exercises and other organizational development activities. This classification is distinguished from Training Manager in that this classification conducts internal departmental training needs assessments and coordinates training, whereas the latter oversees training programs and organizational development activities for County employees.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Provides lead direction to assigned staff: establishes workloads and prioritizes work assignments; monitors status of work in progress and inspects completed work; assists with complex/problem situations, and provides technical expertise; interprets policies and procedures; and resolves staff issues.

Manages or coordinates training activities for assigned training programs: oversees assigned training such as ethics training, supervisory series, customized, or other specialized classes; establishes course/class schedule; ensures equipment, physical space and co-facilitators are available for courses; completes, records and reports evaluations; and maintains integrity of the project scope, objectives, and priorities within scheduled timeframe for completion.

Facilitates/conducts training sessions: employs training strategies to keep participants engaged throughout course/sessions; and facilitates courses using established guidelines for instruction, according to course lesson plans, and based on participant/target audience background.

Conducts departmental training needs assessments: consults with departments on various training/professional development issues; and researches and develops training program recommendations for management.

Designs and develops training courses and materials: designs course content according to learner's needs; builds principles of adult learning theory into courses; inserts discussions, role plays, games, simulations, case studies and demonstrations into courses for participant engagement; designs evaluation tools that measure learning transfer; creates lesson plans and facilitator guides; and designs pre and post course assessment tools.

Develops appropriate measurement tools to gather training data: establishes pre-training baselines and expected performance goals; designs qualitative and quantitative evaluation instruments; verifies validity and reliability of collected data; analyzes information against desired models and develops interventions to improve training processes; calculates return on investment/return on expectation; prepares evaluation reports; and communicates results to training staff, and Training Manager.

Assists managers with team-building exercises and other organizational development activities.

Evaluates and updates training programs to remain current with new training techniques: researches, designs, develops, and implements new training programs/classes as requested.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with Fulton County Managers, Appointing Authorities, supervisor, employees, training coordinators, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning:

Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning:

Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
