Position Title: Energy Programs Manager


Classification: PC 01-04 | $60,614 - $64,151 - $67,740 - $71,278

Positions Supervised: Weatherization Compliance Coordinator, Energy Auditors, Energy Programs Crew Leader, Program Assistant, Weatherization Coordinator

Role Overview


The Energy Programs Manager is accountable for EightCAP’s weatherization and home energy production. This role leads day-to-day program execution and continuous improvement to maximize completions and impact across our counties while meeting all state and federal requirements. The Manager drives production scheduling, contractor and crew performance, quality control readiness, cost management (including Average Cost Per Unit), and internal reporting. The position requires strong communication, high attention to detail, and the ability to manage multiple priorities without losing compliance.



Key Responsibilities


1. Production & Performance Management



  • Own the full production pipeline from audit through final inspection and invoicing to ensure units move efficiently.

  • Meet or exceed annual production goals while maintaining Average Cost Per Unit (ACPU) within allowable limits.

  • Monitor workflow, backlog, and cycle time; rebalance staffing and contractor capacity as needed to stay on target.


 


2. Fiscal & Cost Oversight



  • Manage program budgets and job-level cost controls to maximize completions while maintaining compliance with contract requirements.

  • Work closely with the Finance team to ensure accurate job costing, timely invoicing, proper cost allocation, inventory tracking, and grant reporting.

  • Review expenditure trends, production-to-spend pacing, and forecast variances; implement corrective action when needed.

  • Ensure documentation supports audit readiness and aligns with financial records.


 


3. Contractor and Staff Leadership



  • Procure, onboard, and manage contractors/vendors in alignment with applicable requirements; set clear expectations for workmanship, documentation, customer experience, and timelines.

  • Use performance tracking (quality, timeliness, cost, responsiveness) and enforce corrective actions, up to and including removal from work, when necessary.

  • Ensure required licenses, insurance, certifications, and training requirements documentation is current and organized.


 


4. Compliance & Quality Assurance



  • Maintain internal monitoring systems to ensure files, inspections, and required testing meet state and federal standards.

  • Prepare for and respond to monitoring reviews; lead corrective action planning and resolution.

  • Partner with auditing/QCI functions to ensure technical accuracy and documentation integrity



5. Program Development & Strategic Growth



  • Identify, evaluate, and pursue new funding opportunities that expand home repair and housing stabilization services for low-income households.

  • Develop proposals and implementation plans for complementary or stand-alone home repair initiatives.

  • Build partnerships with funders, local governments, contractors, and community organizations to leverage additional resources.

  • Align new program opportunities with EightCAP’s strategic goals and capacity.


 


6. Communication & Reporting



  • Provide concise monthly updates to the President/CEO on production, costs, risks, and opportunities.

  • Translate technical program outcomes into clear impact stories for internal and external stakeholders.

Preferred Qualifications


Education



  • Bachelor’s degree in construction management, building science, project management, finance/accounting, or related field OR an equivalent combination of relevant experience and training.


Experience



  • 5+ years in weatherization, residential construction/rehab, energy efficiency, or related field with increasing responsibility.

  • 2+ years supervising staff and/or managing contractor performance.

  • Demonstrated experience managing production targets, scheduling, and budgets in a grant-funded or compliance-driven environment.


Certifications



  • Residential Builder’s License (required within 12 months of hire).

  • Energy Auditor certification (required within 1 year of hire).



Other Requirements



  • Valid Michigan driver’s license and insurable driving record.

  • Ability to analyze job cost data, track performance metrics, and maintain strong documentation practices.

  • Satisfactory criminal history check, central registry clearance (DHHS), and fingerprinting.
