Job Description - EnergyLink: Sourcing Specialist (All Levels)


Sourcing Specialist (All Levels – Entry, Mid, and Senior)
Join a high-performing team that supports strategic sourcing and supply chain execution across major EPC (Engineering, Procurement, and Construction) projects in the electric utility sector. As a Sourcing Specialist, you will work with internal stakeholders and external suppliers to prepare, issue, and evaluate bid packages for materials and equipment supporting Transmission, Substation, and Distribution projects.

This role is available at multiple levels depending on experience—from early-career professionals ready to grow, to seasoned specialists ready to lead large-scale bid efforts.

Key Responsibilities

Responsibilities grow in scope and complexity with experience:

Entry-Level Sourcing Specialist

  • Support sourcing efforts by preparing and issuing RFQs and RFPs to vendors and manufacturers.

  • Assist in reviewing engineering drawings, BOMs, and specifications to compile accurate material lists.

  • Organize and track quotes, bids, and vendor responses using internal systems.

  • Collaborate with project teams to gather supplier prequalification data and maintain bidder lists.

  • Communicate clearly with vendors regarding missing information, updates, or clarification requests.

Mid-Level Sourcing Specialist

  • Independently manage material and equipment bid packages for T&D projects.

  • Evaluate client RFPs to identify scope, compliance requirements (e.g., MBE/WBE, Buy American), and commercial risks.

  • Coordinate closely with engineering to verify quantities and ensure alignment with project specifications.

  • Analyze supplier quotes and support vendor selection through structured evaluations.

  • Drive negotiations with vendors on pricing, lead times, and commercial terms.

Senior Sourcing Specialist

  • Lead large and complex sourcing efforts across multiple categories and high-value EPC bids.

  • Act as a key liaison between engineering, project management, and suppliers to ensure alignment on sourcing strategies.

  • Perform risk assessments, cost analysis, and make final sourcing recommendations to senior leadership.

  • Ensure compliance with all client and regulatory requirements in sourcing activities.

  • Mentor junior sourcing staff and contribute to process improvements and sourcing best practices.

Required Qualifications

Level placement will be based on qualifications and experience:

  • Bachelor’s degree or equivalent combination of education and 3–10+ years of relevant experience.

  • Entry Level: 0–3 years of procurement, sourcing, or estimating experience (internships or co-ops acceptable).

  • Mid Level: 3–6 years of experience in T&D procurement, estimating, or vendor management.

  • Senior Level: 7+ years of experience leading sourcing for complex utility, industrial, or EPC projects.

  • Familiarity with engineering drawings, BOMs, material take-offs, and technical specifications.

  • Experience with RFP management, supplier evaluation, pricing analysis, and contract terms.

Preferred Qualifications

  • Background in sourcing for utility-scale projects, especially T&D (overhead and underground).

  • Knowledge of substation equipment (e.g., breakers, capacitor banks, transformers).

  • Strong relationships with utility vendors and manufacturers.

  • EPC or construction project experience.

  • Familiarity with Procore or similar project management systems.

  • Certifications in procurement/supply chain (e.g., CPIM, CPSM, CSCP) a plus.
