Engagement Supervisor

Providing transformational change to the child welfare system in Region 5.

Position Summary

The Engagement Supervisor leads the team comprising the Family Engagement Specialists and Youth Engagement Specialists.  This position requires initiative to independently organize and manage numerous tasks associated with this team. The Engagement Supervisor will manage and develop members of the team to ensure that services to children, youth and families are set-up timely and directed toward child safety, permanency, and well-being. The Engagement Supervisor will ensure the team is trained and proficient in the policy and service model for Texas Family Care Network.  

Responsibilities

1. Support/Service Delivery

1. Plans and manages unit operations to achieve goals and objectives for service delivery by monitoring caseloads, consulting with staff on case issues, approving leave and holding unit meetings.


2. Interprets program policy and procedures to unit staff, other agency staff, parents, children, youth, caregivers, the courts, CASA, other stakeholders, and the general public.


3. Learns the background of the family and child/youth on each case to strategize how best to support them.


4. Identify potential kinship/fictive kin placement options and provide information to the case management team.


5. Participates in supervision meetings as directed/required by the Director.


6. Participates in other administrative and planning meetings as needed to facilitate case management functions.


7. Attends and actively participates in court hearings about the child and family as needed.


8. Participates in supervisor on-call rotation and duties.


9. Ability to work independently to meet case management deadlines and job performance.


10. Completes other duties as assigned by the Director.

2. Communication 

1. Develops and maintains effective working relationships between Texas Family Care Network staff, Department of Family and Protective Services staff, child welfare boards, the general public, legal, medical, educational, and other community resources.


2. Communicates regularly with Director to address appropriate issues when necessary.

   1. Receive supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.

   1. Supervise staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests.  Ensures that program staffing is qualified and provides continued safety of children served with high rates of success/program completion. 
   
   
   
   

4. Leadership

1. Leads a mobile unit of Case Managers who utilize technology.


2. Selects, manages, and develops staff through field visits, review of performance data, conferences, training, and performance evaluations.


3. Excellent training skills, program development, and strong leadership along with mentoring/coaching abilities.


4. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.

5. Community Engagement

1. Works collaboratively with other systems (education, health, and justice systems) to improve outcomes for the child/youth and family.


2. Maintains a close working relationship with public and private agencies involved in providing services to support children and families.


3. Participates in meetings with collaborating partners and agencies. 

6. Documentation

1. Document case records in accordance with policy.


2. Ensures accuracy and timeliness of data entered into systems, ensure that all relevant information exists in their records (e.g. client, family, employee, billing, etc.).


3. Completes appropriate forms and documentation concerning client contact including data entry into CoBris, IMPACT and other technology/case management systems.

7. Financial/Budget

1. Reports expenses and provides supporting documentation.


2. Adheres to deadlines for submitting and approving expense reports.

8. Risk Management and Safety

1. Adheres to mandated child abuse reporting laws.


2. Evaluates unit performance through case readings, data reports, and observation of unit operations to ensure unit compliance with policy and contract requirements.


3. Reviews case documentation on a regular schedule to monitor compliance.


4. Assures all policies, procedures, and standards relating to child safety and well-being are followed.


5. Follows policies and procedures for responding to and handling a crisis.


6. Completes online learning and policy acknowledgements by due date.    


7. Attends and participates in all required trainings.

Qualifications

1. Education/Credentials/Licensure:

1. Bachelor’s degree or better in Human Services or related field from an accredited college or university. 


2. Valid state driver’s license, safe driving record, and current auto insurance.  

2. Experience:

1. Three (3) years of relevant experience in child welfare including knowledge of issues surrounding foster care, adoption, trauma, medical and developmental needs, and the importance of legal permanency are required as well as familiarity with state child welfare rules and procedures and the juvenile and/or probate court systems.  


2. Requires a thorough understanding of PAL policy and requirements as the position works closely with State Office PAL staff and leaders.
