Job Description - Engineer 6 DCL - Highway Safety Engineer

** The employee selected to this position will receive an optional base pay adjustment of 7% for a difficult to recruit position in addition to other available pay mechanisms. This pay tool is only available to employees who are laterally moving or promoting, not demoting or probational. This position may be filled as a Detail to Special Duty. **
About this Position:
This position serves as the statewide technical expert for the Louisiana's Strategic Highway Safety Plan (SHSP), Highway Safety Improvement Program (HSIP), and HSIP sub-programs such as Local Road Safety Program (LRSP) and Safe Routes to Public Places (SRTPPP). This involves the identification of High Potential for Safety Improvement (PSI) locations, sections, and overrepresented crash-types including roadside obstacles which may pose potential safety risks to road users. Activities related to this program and sub-programs include Stage O studies, local road safety plans, systemic studies, traffic safety records, tort reduction, and the development and implementation of safety projects and programs to address the infrastructure, operations and data planning strategies identified through the SHSP action plans at the statewide and regional level. The incumbent evaluates potential highway safety projects and coordinates with the nine District Traffic Operation Engineers and Regional Safety Coalitions on matters dealing with Stage O studies, local road safety plans, and the study of High PSI and other critical crash locations. Provides technical assistance to the HSIP Program Manager, LRSP/SRTPP Program Manager, and SHSP Manager for program level evaluations, project level safety analyses, data planning initiatives, and engineering expertise. This position reports to the HSIP Program Manager and provides assistance as needed for DOTD Executive Staff. Provides technical expertise related to highway safety best practices to the District offices, Louisiana Transportation Research Center (LTRC), Local Technical Assistance Program (LTAP), Louisiana State Police (LSP), Louisiana Highway Safety Commission (LHSC), Regional Safety Coalitions, Metropolitan Planning Organizations (MPOs), Louisiana Complete Strees Advisory Council (LCSAC), and LSU Center for Analytics and Research in Transportation Safety (LSU/CARTS).

Supplemental Qualification Requirements:
Four (4) years of expertise in traffic engineering, highway safety, or transportation planning.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and one of the following:
1. Two years of licensed engineering experience.
2. Six years of professional engineering experience.
SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience.
A Ph.D. in engineering will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of required experience.
NOTE:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
NOTE:

FUNCTION OF WORK:
Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.
LEVEL OF WORK:
Expert.
SUPERVISION RECEIVED:
Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.
Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Serves as the highway safety expert for Stage 0 studies, local road safety plans, data driven safety analysis, traffic safety records, tort reduction, and safety project management to the DOTD Highway Safety Administrator. Reviews the list of High PSI/other critical crash locations each year and provides recommendations for the candidate sites to District engineers and Regional Safety Coalitions. Reviews and recommends projects for the HSIP and performs evaluations to determine the quantitative benefits based on traffic safety principles and practices. This involves planning, directing, organizing, evaluating, and providing technical assistance to agency heads, professional engineers, consultants, legislators, attorneys, professors, and safety advocacy groups for all activities and operations involving statewide highway safety.

Coordinates and promotes the inclusion of highway safety principles in project design with DOTD headquarters, DOTD districts, Regional Safety Coalitions, and MPOs. Assists Attorney General's Office, Office of Risk Management and LSP in tort reduction program. Assists in reporting safety performance measures outlined in the annual Louisiana Performance Accountability System (LAPAS), and the HSIP Annual Report to the Federal Highway Administration (FHWA). Makes technical decisions related to highly complex highway safety issues and formulates and establishes technical standards and guidance.

Reviews and provides assistance for Stage 0 and highway safety studies to ensure safety analysis is performed properly and engineering studies reach appropriate conclusions and safety countermeasures. Provides expert advice to the DOTD headquarters, Districts, Regional Safety
Coalitions, MPOs, and Statewide Infrastructure and Operations SHSP Emphasis Area Team on matters dealing with highway safety, Stage 0 studies and the study of High PSI/other critical crash sites. Develops and provides recommendations relative to funding issues, and budget preparation for HSIP. Conducts before and after studies to determine the effectiveness of highway safety projects. Provides assistance for statewide performance measures for highway safety.

Is recognized by State District Courts as an expert witness in highway safety matters. Provides extremely complex and sensitive expert advice to the Department's Legal Section, Office of Risk Management, Attorney General's Office, Contract Attorney's, and the US Department of Justice in preparing defenses for lawsuits affecting the Department.

Participates in specialized training courses on driven safety analyses, complete streets, crash investigation/reconstruction and identification/treatment of high potential for safety improvement locations with the goal of spreading knowledge to safety stakeholders statewide, including DOTD, MPOs, local agencies. Participates in safety research studies at the state and national level. Serves on state, regional, and national committees and working groups (Traffic Records Committee, Pooled Fund Safety Projects, Transportation Research Board, National Cooperative Highway Research Program, etc.) related to highway safety issues.

Interprets national standards, practices, and policies regarding highway safety planning and programming, data driven safety analysis using the Highway Safety Manual, traffic safety records, and the HSIP implementation. Evaluates state-of-the-art technology and establishes implementation procedures for the Department. Establishes Department standards and policies for highway safety analysis and the HSIP to conform to national best practices.

Manages contracts with engineering consultants and universities for studies involving highway safety analysis, traffic safety records, and ensures compliance with contractual provisions and administrative policies; approves invoices for payment.

Advises and provides highway safety expertise to the DOTD Secretary, Deputy Secretary, Assistant Secretaries, Chief Engineer, District Administrators, Engineers, federal and local government officials, state legislators, commissions, other state officials, planning organizations, the news media, business and civic groups, and the general public.
