Job Description - Engineering Field Representative

About the Utility


Tillamook People’s Utility District (PUD) is a customer-owned electric distribution utility providing electric service in Tillamook County and parts of Clatsop and Yamhill Counties in Oregon. Currently we serve about 23,000 customers in an area of 1,125 square miles.


PUDs tailor services to meet the needs of those they serve, and Tillamook PUD is no exception. We offer a wide array of programs for residential, commercial, and industrial customers. Programs include weatherization, lighting efficiency, heat pump programs and much more.

About the Position


An Engineering Field Representative is responsible for the design and staking of service extensions, minor system improvements and upgrades, and ordinary replacements.  The EFR works closely with customers, contractors, developers and other District personnel to ensure that District facilities are properly installed.



Duties assigned to this classification include, but are not limited to, the following examples:




  • Design and stake both overhead and underground customer service extensions and minor distribution system improvements; prepare all related paperwork, including cost estimates and staking sheets; work with homeowners, contractors, and electricians to ensure that service requirements are met and projects are in compliance with all pertinent codes and District policies; assist in major system improvements as directed; design and stake corrections for system violations.

  • Perform load checks and determine the adequacy of existing or proposed distribution facilities.

  • Secure easements necessary for District facilities; prepare and submit applications for occupancy of road right-of-ways; provide assistance to other utilities in the correction of code violations and new additions.

  • Maintain accurate records of the work performed, including contract records and billings, and relevant communications.

  • Perform field checks to ensure the District’s facilities are installed and maintained in a safe and reliable manner. Update documents based on as-built conditions.

  • Correct identified code violations and equipment issues.



Minimum Qualifications:



  • 18 years of age and have earned a high school diploma or a G.E.D.

  • Within thirty (30) days of appointment, must possess a valid Oregon driver’s license.

  • Must have the ability to read and understand various technical codes, regulations, and standards such as RUS, NESC, and NEC.



Preferred Qualifications:



  • Electric utility industry experience.



Professional Competencies:


Knowledge of: 


Rural Utility Service (RUS) design and construction specifications; the National Electrical Safety Code (NESC) or code stipulations, and the National Electrical Code (NEC); legal descriptions, PUD policies, easements, and the permit application process; basic math.



Skill in: 


The use of personal computers and standard office equipment; the use of staking software; the use of Microsoft Office; data entry and retrieval; and surveying. Organizational skills and the ability to manage multiple projects and tasks simultaneously is essential to the position.



Ability to: 


Read maps and blueprints; prepare estimates, staking sheets and construction sketches; communicate effectively in both oral and written forms; make decisions independently in accordance with established policies and procedures, and use initiative and judgment in completing tasks and responsibilities; identify and solve problems; compose and maintain accurate records, reports and statistical data; work both collaboratively and independently to meet established deadlines; maintain good working relationships with other employees, representatives of federal, state and other public agencies, contractors, engineers, and the public
