Description of Work

This position is based in the District 1 Office in Jacksonville, which serves Onslow and Pender Counties. This position works with counties, municipalities, developers / property owners, contractors, and field support personnel as the permitting technician to establish compliance with applicable engineering standards and guidelines. The position will review plans for subdivisions, utility installations, driveway access, and roadway improvements. The position will process permits, including driveway, utility and non-utility encroachment agreements, road additions and abandonments, and other records and reports as assigned. The position will be required to interact with local governmental agencies, utility representatives, contractors, property owners, and others to discuss adherence to policies and procedures. This position will respond to questions and address complaints from the public by telephone, written correspondence, or in person.

Maintain effective communication with technicians, engineers, contractors, and the public, and communicate in a clear, concise, professional, and persuasive manner. Work safely outdoors and in construction environments with hazards such as heights, highway traffic, and rough terrain encountered during highway construction evaluations. Perform moderate physical activities such as walking, climbing, balancing, kneeling, and standing, and lift up to 50 lbs. Be available for night and weekend work as required and travel to any assigned project within the Division. Follow all safety policies and procedures and legally operate a motor vehicle. Night and weekend assignments may be required before, during, or after storm events or for emergency response.

A degree is not required to qualify for this position. Applicants with at least two years of related experience are highly encouraged to apply.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC 07 $37,377 to $65,408.00

Management prefers applicants with the following:

  • Experience working in a team environment and working independently to complete assignments
  • Experience in customer service and interacting with the general public
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
  • Basic Knowledge in reading and interpreting plan drawings, design guidelines, and standard specifications.
  • Experience using Microsoft Office Suite for various professional tasks.

Associate’s degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution; or an equivalent combination of education and experience.
