Job Description - Environmental Compliance Inspector (QSP)

The Environmental Compliance Inspector (QSP) will primarily be responsible for leading stormwater compliance efforts on construction projects throughout California. The role includes developing, implementing, and maintaining Stormwater Pollution Prevention Plans (SWPPP) in accordance with the California State Water Resources Control Board’s Construction General Permit. In addition, the role will include supporting SWPPP development and inspection on construction projects in other jurisdictions.

Sacramento and Los Angeles 

DUTIES AND RESPONSIBILITIES:
  • Conduct regular inspections, as well as rain-event inspections, on a variety of construction sites to identify potential environmental hazards and ensure compliance with SWPPP and other relevant regulations.
  • Document all inspection findings and communicate them to the Compliance Management Team.
  • Inspect areas of concern, as identified, and make appropriate recommendations to construction personnel, as required.
  • Developing and implementing corrective action plans and mitigation measures for any identified environmental issues or hazards.
  • Coordinate with construction personnel to implement Best Management Practices to address issues impacting compliance.
  • Develop and update SWPPPs for construction sites.
  • Prepare and submit Notice of Intent (NOI), SWPPPs, regular reports, annual reports, and Notice of Termination (NOT) through the Stormwater Multiple Application and Report Tracking System (SMARTS).
  • Providing technical guidance to the project team regarding SWPPP and other environmental regulations.
  • Provide guidance and direction to the project team with respect to the Clean Water Act and NPDES permits
  • Interacting with regulatory agencies to maintain compliance and obtain necessary permits.


QUALIFICATIONS:
Education
  • Professional Certification or License related to stormwater management and/or erosion and sediment control planning (e.g., Certified Professional in Erosion and Sediment Control [CPESC], Certified Erosion, Sediment and Storm Water Inspector [CESSWI], Certified Inspector of Sediment and Erosion Control [CISEC], etc.) as required by the State Water Board
  • Ability to get or have Qualified SWPPP Developer (QSD) and/or Qualified SWPPP Practitioner (QSP) through California Stormwater Quality Association (CASQA) or equivalent program.
  • May be a California licensed professional engineers or geologists.
Experience
  • Minimum 3 years professional experience in SWPPP inspection and compliance.
  • Experience leading field work and coordinating with various field teams.
  • Strong working knowledge of environmental best management practices
  • Experience related to linear construction would be an asset
  • Experience developing Spill Prevention, Control, and Countermeasure (SPCC) Plans is considered an asset
Knowledge/Skills
  • Strong verbal and written communication skills – data collection and interpretation, technical report writing, regulatory permit applications, client communications, etc. 
  • Excellent interpersonal and communications skills
  • Strong analytical, problem-solving skills, prioritizing and decision-making skills
  • Excellent attention to detail
  • Ability to manage multiple responsibilities simultaneously with minimal supervision
  • Detail-oriented, self-motivated and highly organized with strong problem-solving skills
  • Ability to build strong, lasting relationships with key stakeholders.
  • Fundamental knowledge of erosion and sedimentation processes, best management practices, and their implementation to control pollutants in stormwater discharges.
  • Valid Driver’s License, with ability to maintain insurability under the company’s insurance carrier.
