Position Overview and Responsibilities:


The Florida Department of Environmental Protection (DEP), Division of Water Resource Management, is seeking a highly motivated and technically skilled Environmental Consultant to support the Mining and Mitigation  Program & Technical Services Program  located in Tallahassee, Florida. This position plays a critical role in protecting Florida’s water resources, wetlands, floodplains, and natural systems through the technical review and evaluation of mining, reclamation, stormwater, and Environmental Resource Permitting (ERP) projects throughout the state.


 


The incumbent will provide technical assistance and regulatory support related to mining and mitigation activities authorized under Chapters 211, 373, and 378, Florida Statutes. Responsibilities include conducting detailed technical reviews of hydrologic, hydraulic, hydrogeologic, geotechnical, and stormwater management analyses associated with mining operations, reclamation activities, dredge and fill projects, and surface water management systems. The position also involves evaluating floodplain impacts, wetland hydrology, stormwater treatment and conveyance systems, hydroperiod preservation, and watershed interactions to ensure compliance with applicable state regulations and environmental standards.


 


The position is headquartered in Tallahassee, Florida, with travel required for site visits and field inspections throughout the state as necessary. The incumbent will be required to work a 40-hour work week, Monday through Friday, and be present for work during the core hours of 8:00 AM to 5:00 PM. Flex scheduling opportunities may be available in accordance with Department policy.


 


 


Required Knowledge, Skills, and Abilities:



  • Knowledge of hydrologic, hydraulic, hydrogeologic, and stormwater management principles and practices.

  • Knowledge of surface water management systems, wetland hydrology, floodplain impacts, hydroperiod preservation, and watershed interactions.

  • Ability to review and evaluate engineering reports, permit applications, technical studies, design plans, and environmental modeling analyses for regulatory consistency and technical adequacy.

  • Ability to interpret and apply Florida Statutes, administrative rules, policies, technical guidance documents, and permitting criteria related to mining, mitigation, reclamation, and ERP activities.

  • Ability to conduct field inspections, site evaluations, and technical assessments of mining, reclamation, stormwater, and ERP project sites.

  • Ability to provide technical assistance and guidance to Department staff, permit applicants, consultants, engineers, and stakeholders.

  • Ability to communicate effectively both verbally and in writing, including the preparation of technical correspondence, reports, and regulatory comments.

Minimum Qualifications: 



  • Valid Driver License

  • At least 5 years of verifiable related experience. Any combination of post-secondary education or verifiable related experience, as described above, for a total of five years.


 


 


Position of Special Trust Requirement:


This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
