Job Description - Environmental Health Program Manager - Internal ONLY

Lorain County Public Health is providing an internal promotion opportunity in Environmental Health for an experienced, motivated leader who is passionate about Environmental Health programming and committed to continuous quality improvement. 




FUNCTION


Under the general direction of the Director of Environmental Health, oversees and coordinates the functioning of Environmental Health programs, including but not limited to Residential Sewage Program; interprets codes and regulations; assists in budget preparation and program policy development; investigates health hazard complaints; maintains field district responsibilities; performs other duties as required. 




JOB DUTIES



  1. Provide oversight of the Household Sewage Program, to ensure minimum program standards are met.

  2. Provide oversight of the Operation & Maintenance (O&M) Program, including system permitting, billing, mailing, and development of educational materials.

  3. Assist in administrative functions related to outstanding sewer connections, STS nuisances, and variances, in association with enforcement actions and Board of Health monthly hearings.

  4. Perform administrative functions as they relate to reviewing/approving Contractor Registrations

  5. Assist in Contractor enforcement matters, including NOVs and bond claims.

  6. Establish relationships with Contractors and coordinate and provide internal program updates and support for their required continuing education.

  7. Provide oversight of Illicit Discharge investigations required by the Lorain County Storm water Management District.

  8. Develop electronic program tracking systems, where applicable.

  9. Provide oversight and guidance to administrative staff to ensure that licensing/permitting, state certification transmittals, etc. are conducted according to required timeframes.

  10. Develop written Standard Operating Guidelines for all programs to ensure that all programming complies with laws and regulations, striving for consistency and quality improvement.

  11. In conjunction with the Director of Environmental Health/Supervisor, review staff field work for content and quality, if applicable.

  12. Provide oversight of agency website content to ensure that all programs, and their respective applications, are included and available electronically.

  13. Train and mentor employees, including seasonal interns, where applicable.

  14. Confer with the Director of Environmental Health/Supervisor in the development of programs and procedures.

  15. Report to the Director of Environmental Health/Supervisor on a regular basis regarding environmental programs and related matters.

  16. Work with public officials, civic, and professional groups to promote and improve environmental health programs.

  17. Work with other internal agency divisions for program collaboration and support.

  18. Assist in the preparation of departmental budgeting, where applicable.

  19. Perform other related and assigned work as required.


MAJOR WORK CHARACTERISTICS


Knowledge of:  Environmental health programs; public health standards as defined by federal, state, and local regulations; the importance of agency policies, practices, and procedures; public relations; risk communication; incident command, safety practices, and procedures.




Ability to:  Define problems, collect data, establish facts, and draw valid conclusions;  adapt environmental health programs based upon data and community needs, maintain accurate records; communicate effectively in written or oral form; prepare concise and accurate reports, handle sensitive inquiries from officials and the general public, establish self as a leader amongst peers through a positive attitude and mentoring.




Minimum Qualifications: Possession of a Bachelor’s Degree in Environmental Health or a related field.  Must be a Registered Environmental Health Specialist with the State of Ohio.


Physical Requirements and Unusual Working Conditions: Be able to lift objects of weight up to fifty (50) pounds. Requires travel.




SALARY RANGE: $32.36 – $41.31
