Description of Work

This Environmental Technician II position provides administrative and technical support to the Basin Planning Branch of the Division of Water Resources Water Planning Section. The technician will use Microsoft products, Adobe Acrobat, conferencing solutions (e.g., Teams, Webex, etc.), and various programs for analyzing, displaying, and storing documents electronically (including Laserfiche).

This position may require driving a state-owned vehicle, which requires a valid North Carolina driver's license.

Key Responsibilities

-- Assist lead basin planners on plan development
- Data collection and review of basic information to be included in basin plans (e.g., population, counties, municipalities)
- Provide research support on basin specific issues, such as nutrient waste management, hurricane impacts, contaminants of emerging concern, etc.

-- Assist lead basin planners with reviewing final documents for completion
- Identify errors that may have been generated during conversion to PDF
- Edit and update webpages for posting basin plans online
- Review final documents and river basin webpages for accessibility

-- Assist with development of StoryMaps using ArcGIS and fact sheets for basin plans

-- Conduct and provide feedback on environmental sensitivity requests, including identifying potential issues and impacts to water resources and preparing written responses

-- Provide audio/visual technical support for meetings of the Water Quality Committee of the Environmental Management Commission and (on occasion) the Environmental Management Commission

-- Assist with organizing and converting historic files to high quality digital files, including identifying and prioritizing files, reviewing scanned files for completion, entering metadata for easy search functions, etc.

The Division of Water Resources:

The Division of Water Resources (DWR) is responsible for protecting North Carolina’s drinking, surface, and ground water for all waterbodies including lakes, streams, rivers, wetlands, and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance, and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach, and other efforts. The Division comprises six sections: Water Quality Regional Operations, Water Sciences, Public Water Supply, Water Quality Permitting, Water Quality NPDES Permitting, and Water Planning.  Click here to learn more about the Division of Water Resources

The Water Planning Section develops standards, rules, and management strategies to protect water quality, carries out water supply planning, provides guidance to local water systems, and monitors drought conditions.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Minimum Education and Experience

Associate's degree in one of the agricultural, biological, engineering, environmental, or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two (2) years of experience in environmental or natural resources management work, or an equivalent combination of education and experience.
