Job Description - Environmentalist - VECTOR CONTROL (Health Services)
Position Summary This position conducts inspections and surveys to identify county environmental health code violations. Promotes correction of violations using diverse approaches, including education, instruction, issuing notices, and environmental court. Supports surveillance research for vector borne disease management. Pay Grade: 47 Salary Commensurate with Experience and Education This position is eligible for a HIRING BONUS outlined below: 1st payment of $1,500 paid after completion of six (6) months of service, 2nd payment of $1,500 paid after completion of twelve (12) months of service, 3rd payment of $2,000 paid after completion of eighteen (18) months of service. Minimum Qualifications 100% - 1. Two (2) years of experience in community sanitation or environmental health. (Category 8 Pest Control Applicator - Public Health Category Certification can be substituted for one (1) year experience); AND 2. Bachelor's degree from an accredited college or university in physical, biological, or sanitary science or related field; OR 3. An equivalent combination of related education and/or experience. 4. PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities 1. Investigates and diagnoses complaints regarding rodents, mosquitoes, and unsanitary environmental conditions inclusive of biohazard raw sewage. 2. Applies EPA approved pesticides following all state and federal regulations. 3. Enforces county ordinances regarding public health and safety. 4. Educates and empowers county residents regarding rodent infestations, mosquitoes, county ordinances, and unsanitary conditions. 5. Links individuals and neighborhood groups in partnerships to resolve issues involving rodents, mosquitoes, and sanitation. 6. Researches property ownership to identify, notify, and prosecute code violators. 7. Evaluates rodent infestations, mosquito problems, and sanitation problems. 8. Supports environmental health surveillance research by collecting tick samples and conducting microscope specie identification for ticks and mosquitos, performing specie separations, and prepping specie samples for disease testing. 9. Develops court cases on violations of county ordinances. 10. Performs other related duties as required or directed. KSA's KSAs - 1. Knowledge of county ordinances. 2. Knowledge of state and federal restricted rodenticide laws and regulations. 3. Knowledge of rodenticides approved for use in controlling rodents. 4. Ability to compile, maintain, and interpret inspection and investigative records. 5. Ability to exercise good judgment in evaluating and making decisions. 6. Ability to prepare reports. 7. Ability to maintain cooperative relationships with public citizens, co-workers, public officials, and other agencies. Physical Requirements 1. Must be able to stoop, squat, crawl, and perform other physical duties as needed to investigate environmental health complaints as needed. 2. Must be able to lift or pull up to 35 pounds at a time. 3. Must be able to work in all types of weather. 4. Must successfully pass a physical assessment. Special Requirements 1. Must possess and maintain a valid Tennessee driver license or secure one by date of employment. 2. Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment. 3. Must be available to work shifts, weekends, and be on call. 4. Must be certified as a Category 8 Pest Control Applicator (Public Health Category) or obtain such by end of probation. 5. Must complete required mosquito and tick specification training and proficiently identify mosquitos and ticks using standard laboratory microscope.
