The Manager of Early Support for Infants and Toddlers (ESIT) and Healthy Start supports the development, implementation, and day-to-day operations of a high-quality birth-to-three ESIT program. This role is responsible for supervising staff, ensuring service quality and compliance, and supporting program growth in partnership with internal teams and community providers. The Manager works closely with leadership to ensure services are accessible, effective, and aligned with best practices and contract requirements.
ESSENTIAL FUNCTIONS:
Supports the implementation and ongoing operations of the ESIT program in alignment with federal, state, and county regulations, contracts, and best practices
Supervises, coaches, and supports ESIT staff to ensure high-quality, consistent service delivery
Monitors staff productivity, documentation, and timelines to ensure compliance and performance expectations are met
Reviews program data and outcomes regularly to support continuous quality improvement
Assists in managing program budgets, including monitoring expenses and supporting revenue goals
Supports billing processes by ensuring caseload expectations, service delivery timelines, and documentation standards are met
Provides direct service support as needed, including assessments, Family Resource Coordination, and maintaining a small caseload
Ensures adherence to Akin’s values in daily operations and team interactions
Maintains compliance with ESIT (Part C) regulations and third-party payer requirements
Builds and maintains knowledge of community resources to support appropriate referrals and family needs
Supports outreach and relationship-building efforts to increase referrals and program visibility
Participates in internal and external audits and supports implementation of corrective actions as needed
Follows all Akin policies and procedures
Performs other duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of Infant and Early Childhood Mental Health principles
Commitment to family-centered, inclusive, strengths-based, and interdisciplinary ESIT practices
Experience supervising or supporting ESIT staff and contributing to team development
Understanding of ESIT funding streams, billing practices, and service requirements
Ability to track and interpret basic program data, productivity metrics, and financial indicators
Strong organizational, communication, and problem-solving skills
Ability to support and guide staff in documentation, compliance, and service delivery expectations
Experience using electronic medical records systems
Ability to work effectively with diverse teams and families, incorporating inclusive and equitable practices into daily work
Demonstrated ability to build relationships with internal teams and community partners
WORKING ENVIRONMENT:
Moderate noise (i.e., business office with computers, printers, phones)
Typical office lighting and temperatures
Moderate interruptions
Ability to work in a confined area
Ability to sit at a computer for an extended period
Moderate travel is needed to perform the essential functions of the job
HYBRID WORK ARRANGEMENTS:
Hybrid work is a benefit of Akin’s flexible workplace but cannot be offered for all positions. Some positions require daily presence in the office. Hybrid work arrangements may be adjusted or rescinded based upon business needs.
PHYSICAL DEMANDS:
While performing the essential duties of this job, the employee is regularly required to stand, sit, talk, hear, and use hands and fingers to operate a computer and telephone keyboard; occasionally to reach, stoop and kneel
Specific vision abilities required by this job include close vision requirements due to computer work
Regular, predictable attendance is required
MINIMUM QUALIFICATIONS:
Master’s degree in a related clinical/service field
Licensed Speech Therapist, Occupational Therapist, or Special Educator with experience providing ESIT services
3+ years of experience leading/managing a growing, evidence-based, cohesive early intervention team
Experience in ESIT billing and funding streams
A valid driver's license and a favorable driving record, with no more than three violations within the past three years
PREFERRED QUALIFICATIONS:
Bilingual in English/Spanish highly desired

The target starting pay for this position is $86,382.40 - $103,646, typically within the first half of the range. Actual offers will be based on individual qualifications relevant to the role and will not take an applicant’s pay history into account.
