Job Description - ESSHI Program Director

Reports To: Workforce Divisional Director

Manages/Coaches: 3 employees

Job Summary

As the Program Director of ESSHI, Empire State Supportive Housing Initiative, you will be responsible for the daily oversight and overall leadership of the City Center Courtyard Residences Reentry Supportive Housing program. This includes supervising the program team, coordinating supportive housing and reentry services, managing referrals and partnerships, ensuring service delivery aligns with trauma-informed practices, and evaluating program outcomes. The Program Director will maintain strong community relationships and ensure the program meets its contractual obligations. Participants are adults (18+) reentering the community from incarceration and facing housing instability.

Job Responsibilities 

  1. Supervise program staff including case managers and job developers; oversee daily operations to ensure high-quality service delivery.
  2. Serve as the lead contact for partner organizations, referral sources (e.g., Monroe County Sheriff's Office), and property management to ensure smooth coordination.
  3. Conduct regular case reviews and support staff with developing and updating Individual Service Plans (ISPs).
  4. Lead program enrollment and intake processes, including pre-release engagement and assessment of potential residents.
  5. Ensure fidelity to trauma-informed, culturally responsive, and strength-based practices throughout the program.
  6. Oversee the planning and implementation of workforce development services, life skills workshops, and community-based activities.
  7. Monitor and track participant outcomes including housing retention, employment attainment, and training completion.
  8. Collaborate with evaluation and finance teams to collect data, prepare reports, and ensure grant compliance.
  9. Coordinate with property management to support housing stability and respond to resident issues or potential lease violations.
  10. Facilitate regular staff meetings, trainings, and professional development opportunities
  11. Engage community stakeholders and represent the program at coalitions, community meetings, and partner events.
  12. Participate in agency-wide planning, equity initiatives, and events as required.
  13. Maintain documentation systems, records, and confidentiality in accordance with HIPAA and agency policies.
  14. Lead continuous improvement initiatives to refine program processes and elevate participant success.
  15. Support development of future programming and funding opportunities in alignment with community need.

Requirements

  • Minimum 3-5 years of experience managing social service or reentry housing programs.
  • Strong supervisory experience and team leadership capabilities. 
  • Familiarity with reentry populations, housing first models, and trauma-informed service delivery. 
  • Experience with program evaluation, data tracking systems (e.g., HMIS), and outcomes reporting. 
  • Knowledge of local housing resources, criminal justice systems, and service provider networks. 
  • Ability to work collaboratively with property management, law enforcement, and community agencies. 
  • Exceptional organizational and communication skills, both written and verbal. 
  • Proficiency in Microsoft Office and comfort with database systems. 
  • Must be customer service oriented and mission-driven. 
  • Bilingual (Spanish/English) preferred. 
  • Must possess a valid New York State driver's license and access to reliable transportation. 
  • Must be able to work occasional evenings/weekends as needed

Preferred

  

Bachelor’s degree in social work, Public Administration, Education, Criminal Justice, or a related field (or equivalent  combination of education and experience preferred
