JOB SUMMARY: The Executive Director of Finance and Controller leads all aspects of the Agency’s financial operations, financial reporting and treasury management. The position participates as a member of the Agency’s Leadership team and provides input, contribution and accountability for the execution of Agency finance strategies aligned to strategic goals and priorities.

SUPERVISORY RESPONSIBILITY: Provides administrative supervision of 4 FTEs and functional supervision of 19 FTEs.

ESSENTIAL DUTIES and RESPONSIBILITIES:  

• Direct, oversee and manage the operations and administrative functions of the Finance Department to ensure that all key functions are completed in a timely and accurate manner.

1. Ensure the timely completion of the annual audit and tax filing processes for all entities.
2. Ensure that company financial records are maintained in accordance with GAAP.
3. Ensure the timely preparation and review of monthly and annual financial statements.
4. Assess the adequacy of internal controls and monitor compliance with Finance procedures.
5. Oversee cash management, cash forecasting, banking administration, and cash procedures and controls.
6. Direct budgeting and cash forecasting including preparation of annual and quarterly cash flow forecasts and using the forecasts to guide strategic decisions.
7. Collaborate with Department Executive Directors to utilize financial information to inform operating decisions.
8. Prepare financial and management reports for the Finance & Audit Committee of the Board.
9. Function in a multi-disciplinary environment focusing on process improvement, consensus building, and performance measurement.
10. Provide financial analysis as needed.

• Lead in development and execution of Finance strategic plan to advance the Agency’s mission and enhance productivity and efficiency throughout the department’s operations.
• Provide management and supervision of Finance department personnel.

1. Directly supervise a team of managers and oversee department staff supervision which includes recruiting, staffing, hiring, coaching, performance evaluation, employee discipline, training, and professional development.
2. Conduct regular staff meetings; communicate policies, procedures and practices; and facilitate team dynamics.

• Oversee and maintain the department’s continuous quality improvement process, ensuring compliance with best practice standards and Agency practices and procedures.

1. Design and/or conduct training for department program managers that covers basic Finance principles, budgeting, internal controls, as well as policies and procedures.
2. Enable staff participation in quality improvement.

• Perform other job-related duties as assigned.

EDUCATION and EXPERIENCE:

• Bachelor’s degree in Accounting or related field. Advanced business degree and/or CPA certificate preferred.
• 15 years’ experience in managing finance functions preferably in a non-profit environment.
• 7 years’ experience as director or executive of finance managing professional staff.

SKILLS and COMPETENCIES:

• Advanced level of knowledge of the principles of fiscal management, financial analysis and business administration. Knowledge of Grant and Contract accounting including A-133 requirements and accounting for non-profits.
• Advanced level of capability with Excel. Familiarity with contemporary budgeting software.
