General Statement of Job
The Executive Vice President for Educational Programming and Student Achievement provides dynamic and strategic leadership and expertise to assist the College in achieving its vision of quality instructional programs and student achievement. Employs both traditional and creative strategies to develop instructional programs and certifications to increase enrollment and student achievement. Provides a key leadership role to align the efforts in the Student Affairs and Enrollment Management (SAEM) and Academic Affairs divisions to focus on increased traditional student enrollment and overall student success. Focuses on the quality and integrity of all College degree and certificate programs, student learning outcomes, and student progress toward completion goals.
The major duties and responsibilities include, but are not limited to, the development of innovative instructional programming, providing college-wide coordination and support of teaching and learning, student achievement, enrollment, retention, completion, initiatives and programs, program assessment, and process improvement efforts.
The Executive Vice President for Educational Programming and Student Achievement is directly responsible to the President of the College and will provide direct supervisory direction to the Vice President for Academic Affairs and the Vice President for Student Affairs and Enrollment Management.
Specific Duties and Responsibilities
Essential Functions:
Provides leadership, strategic vision and expertise for SAEM and Academic Affairs to attract, enroll and retain students in instructional programs through the entire student life cycle, from entry through graduation
Collaborates across the College to drive enrollment growth and retention while maintaining high academic standards
Leverages technology for application to developing instructional programming, marketing, recruiting, enrollment forecasting, and supporting strategic enrollment plans that align with the college’s short and long-term goals.
Directs student success, achievement, partnerships and initiatives as defined by the President.
Collaborates with faculty, staff and students to develop programs, services or opportunities to support the success for first generation, underrepresented minority and low-income college students.
Serves as an integral member of the President’s staff, working closely in communication with the remaining members to ensure harmonious and progressive management of the institution.
Develops, coordinates and facilitates effective initiatives with the College’s partner school districts, and colleges/universities (such as Pathways, College Readiness, P-16 initiatives and Articulation Agreements).
Provides institutional guidance and coordination for transfer/articulation services and programs including articulation agreements, prior learning assessment, non-credit to credit articulation, dual credit, and military enrollment.
Leads the development of and provides institutional oversight for student success initiatives and innovative instructional formats designed to improve student retention, completion and graduation, transfer, and employment.
Assists the President with initiatives and strategies related to maintaining regional/programmatic accreditation standards in conjunction with state and federal requirements including development and review of pertinent policies and procedures, improving college-wide operational efficiencies and sharing of best practices.
Directs strategic initiatives, and long-range planning activities for the academic and student services functions of the College.
Monitors recruitment and retention activities and the overall provisions of support services to ensure effective, efficient, and seamless provision of programs that support services resulting in student success and completion.
Identifies technological tools and resources in support for all SAEM services and Academic Affairs areas and assures the development of technical expertise necessary to provide effective and efficient services.
Designs and implements models for planning, budgeting, evaluation, and policy development for assigned areas.
Provides creative and energetic leadership by developing initiatives and strategies that support achievement of the College mission and goals.
Provides institutional guidance and coordination for internal and external communications related to academic and student services and programs, including, but not limited to, publications, web pages, and other related areas.
Carries out special projects as may be assigned and performs other duties as assigned.
Performs other duties as assigned.
Required Education and Experience
Doctorate Degree in related field required from a regionally accredited college or university.
Minimum of seven (7) years of progressively responsible academic, student services or institutional leadership/management experience in higher education.
Community college or university experience preferred.
College teaching experience is preferred.

Comprehensive knowledge and demonstrated understanding and experience with academic program development, implementation and assessment, student support services, budget planning and preparation, strategic planning, and fiscal management.
Knowledge of regional/programmatic accreditation standards and federal and state requirements.
Knowledge of the administrative functions of a multi-campus community college district.
Proven effectiveness in allocating and managing resources: human, technological, financial and physical, and experience developing, implementing and managing budgets at the institutional level.
Strong commitment to innovation and continuous improvement of the quality of all educational programs and services to students.
Experience coordinating multiple projects, collaborating with multiple stakeholders and leading in process improvement and change management.
Outstanding oral and written communication skills and interpersonal relationship building to articulate policies and goals.
Demonstrated understanding of trends, issues, and challenges of a comprehensive community college.
Possesses excellent organizational, communication, customer service, decision-making, problem-solving, and delegation skills.
Student-centered leadership skills in fostering instructional and student services program development and program evaluation.
Demonstrated leadership exemplified by the successful implementation of student success initiatives derived from campus innovations and national initiatives, such as Achieving the Dream, Jobs for the Future, and Pathways.
Record of leading institutional programs designed to increase student enrollment and retention.
Demonstrated excellence in forming relationships and partnerships.
Ability to identify and leverage funding and partnership opportunities to support academic and student achievement initiatives.
Ability to analyze situations quickly and objectively and to determine proper course of action.
Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
Demonstrated commitment to achieving the vision and mission of South Texas College.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, governmental regulations and legal documents.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to inquiries from executive management, faculty, staff, students, public groups, regulatory agencies, and/or Boards of Trustees.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Checks, Certificates, Licenses, and Registrations
