Job Description - Export & Research Compliance Analyst

Lawrence Berkeley National Laboratory is seeking an

Export and Research Compliance Analyst

to join the Research Compliance Office at our world-renowned, multidisciplinary research institution driving groundbreaking scientific solutions across various fields, including energy, computing, environment, biosciences, and physics.

This role is pivotal in ensuring that Berkeley Lab adheres to applicable export control regulations, with a special emphasis on research security and research compliance, while promoting scientific innovation. The Export and Research Compliance Analyst will use a broad understanding of industry practices, laboratory policies, and procedures and provide independent programmatic, operational, and technical support for the Export Compliance Program, with a focus on both export and research compliance.

What You Will Do:

Assist in managing Berkeley Lab's Export Compliance Program, covering a wide range of export control activities with a strong emphasis on research compliance, ensuring both responsible research and the safeguarding of sensitive information and technologies.
Determine export jurisdiction and classify a wide variety of products, technology, software, and services, especially as they relate to research projects.
Perform necessary due diligence related to activities, including the implementation of transaction screening solutions to enhance compliance.
Draft and submit export licenses, commodity jurisdictions, commodity classifications, advisory opinions, and general correspondence to government agencies.
Conduct export control reviews of contracts, research proposals, and agreements (e.g. Material Transfer, Non-disclosure, service, and purchase agreements).
Perform moderate to complex analysis to evaluate identifiable and variable factors and implement viable solutions.
Evaluate export control and research security matters and implement workable solutions, including leading project initiatives.
Support internal and external audits and assessments, and implement necessary remediation actions, with a particular focus on export and research compliance.
Oversee a diverse set of compliance initiatives from initiation to completion, ensuring the achievement of desired outcomes with minimal oversight (e.g., implement new screening solutions, more robust workflows, etc.).
Develop and implement policies, procedures, tools, and resources for export and research compliance.
Prepare and deliver ongoing training and guidance on a diverse range of topics to Laboratory staff and management.
Interpret new and existing regulations, determine their applicability to Laboratory operations, and devise strategies and procedures for compliance.
Work collaboratively with Berkeley Lab Divisions, Laboratory Export Control Liaisons, and other internal and external stakeholders, exercising independent judgment to address moderate to complex export control and research-related compliance matters.
What is Required:

Bachelor's degree in International Trade, Criminal Justice, Business Administration, Engineering, or a related technical or STEM field and a minimum of 5 years' experience in export compliance; or an equivalent combination of education and experience.
Proficiency in interpreting and applying U.S. trade regulations, including Export Administration Regulations, International Traffic in Arms Regulations, and U.S. Sanctions Regulations, particularly as they pertain to research.
3 years of experience managing projects or initiatives, including demonstrated proficiency in project planning, execution, and resource management to drive successful project outcomes.
Strong analytical and problem-solving skills to effectively handle moderately complex issues, involving in-depth evaluation of various variables and technical factors, and successfully implementing viable solutions.
Strong interpersonal skills to foster relationships with internal and external stakeholders and work effectively in a cooperative, team-oriented environment respectful of Berkeley Lab's mission and values.
Effective written and verbal communication skills, along with strong presentation skills.
Ability to develop, implement, and enhance training programs and training documents for target audiences.
Knowledge of electronic systems, software, and transaction screening tools used for export and research compliance (e.g., Visual Compliance, SNAP-R, DECCS); proficient in Microsoft Office and Google Suite.
Desired Qualifications:

Master of Business Administration or Juris Doctorate degree.
8 years of strong export compliance experience and 5 years of project management experience.
Certified U.S. Export Compliance Officer (CUSECO) Certification or Certified Compliance and Ethics Professional Certification (CCEP).
Exceptional analytical and problem-solving skills to effectively handle complex issues.
Proficiency in interpreting and applying Nuclear Commission Regulations and Department of Energy Regulations as applicable to nuclear technology.
Prior research compliance experience in a federally-funded laboratory or university environment.
Notes:

This is a full-time career appointment, exempt (monthly paid) from overtime pay.
This position is expected to pay $100,000 - $123,000 at the Export Compliance Specialist 3 classification and $135,000 and $165,000 at the Export Compliance Specialist 4 classification. Salary and classification for this position will be commensurate with the final candidate's qualifications and experience, including skills, knowledge, relevant education, certifications, as well as aligned with the internal peer group.
This position may be subject to a background check. Any convictions will be evaluated to determine if they directly relate to the responsibilities and requirements of the position. Having a conviction history will not automatically disqualify an applicant from being considered for employment.
Due to the nature of this position, the selected incumbent for this position is required to be a U.S. Citizen, lawful permanent resident of the U.S. ("green card holder"), asylee, refugee, or other qualifying protected individual as defined by 8 U.S.C. 1324b(a)(3).
Work may be performed hybrid, full-time telework, or on-site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA, however, work must be performed within the United States.
