About Us

The NC Wildlife Resources Commission (NCWRC) is the state government agency created to conserve and sustain the state’s fish and wildlife resources through research, scientific management, wise use and public input. The NCWRC is the regulatory agency responsible for the enforcement of North Carolina’s fishing, hunting, trapping, and boating laws. The agency has an operational budget of approximately $100 million and employs approximately 700 full-time staff and 100 seasonal temporary staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, and customer service, information technology and administrative professionals. The NCWRC Mission is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters, and other outdoor enthusiasts to enjoy wildlife-associated recreation.

Description of Work

The primary purpose of the Engineering Services Division is to direct, plan and manage all engineering related projects for the North Carolina Wildlife Resources Commission. Primary programs include in house design, permitting,
construction, capital improvements programs for the agency as well as facilities management. This Division also manages the agency’s Wildlife Inmate Services (WISE) program.

The primary purpose of this position is to provide engineering services for the agency with a primary focus on boating access, fishing access and game lands infrastructure. This will include infrastructure maintenance and upgrades.
• This position is responsible for making technical decisions necessary to complete each of the following phases of design:
o evaluation,
o conceptual design,
o preliminary site plans,
o construction drawings,
o project permitting,
o construction administration,
o engineer’s estimates.

• This position will provide oversight and monitoring of the construction progress related to the projects that they design.
• Issue change orders and is the final approval authority when the project is complete.
• This position will function as a key design team member of the design services section and will help the Commission meet its critical objective of providing public water access through its boating and fishing access
facilities and ensuring game lands infrastructure is safe, functioning properly and easily accessible.
• Provide detailed production of engineering designs, drawings and specifications for various civil projects including municipal, land development, water and wastewater, site drainage, road works, bridges, and infrastructure upgrades.
• Coordinate and assist in the preparation of documents required for approvals, prepare development and construction cost estimates, tender documents and contracts, and coordinate with other team members to ensure schedules, budgets and quality control standards are achieved.
• Complete field inspections to monitor the quality and progress of the work being performed.
• Assist with Construction management and contract administration.
• Perform other duties as assigned.

Engineer II duties include:
• Schematic Design and design development for boating and fishing access areas.
• Permit application development and coordination with local governments and regulatory agencies.
• Construction drawings and grading plans.
• Material takeoffs & Specifications and Engineer’s Estimate.
• Engineering assessment, design and assistance with game lands projects.
• Bidding of projects.

• A Monday-Friday schedule is associated with this position, including telework.
• This position requires travel and includes access to a WRC state vehicle.
• This position also has statewide responsibilities, with assignments and projects across the state.
• The incumbent in this position will be provided WRC uniforms and assigned a private office at the Wildlife Resources Commission offices/depots nearest their home.

Knowledge Skills and Abilities/Management Preferences

RECRUITMENT RANGE: $61,545 - $107,703

MANAGEMENT PREFERENCES:

• Knowledge of the principles, practices, and theories of construction/civil engineering.
• Knowledge of codes, laws and regulatory requirements pertaining to design, construction, and renovation of access facilities.
• Knowledge of engineering design, construction management or general construction.
• Experience in grading and civil site development.
• Experience using design software such as CAD or other.

Special Requirement:

•Employee shall be a licensed Professional Engineer or an EIT working to obtain their PE (required within 6 months of employment by WRC).

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience;

or

an equivalent combination of education and experience.

Necessary Special Qualification

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
