Description

Salary Range:   $54,209 - $87,277     Salary Grade:  18     FLSA:  Exempt 

Purpose of Classification:

The purpose of this classification is to coordinate and manage building maintenance, grounds keeping, and security for multiple facilities and locations.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Inspects and evaluates buildings, systems and facilities; determines maintenance needs and compliance with environmental and safety standards; develops maintenance schedules; manages preventive/corrective maintenance activities; and ensures that facilities meet requirements of all applicable codes, laws, rules and regulations, including Occupational Health and Safety standards.

Supervises various labor/repair functions such as carpentry, electrical, mechanical, plumbing, construction/remodeling work, and routine/preventive maintenance tasks; troubleshoots problem involving department buildings, grounds, facilities and related systems and makes recommendations to resolve problems; monitors requested service or repairs to verify work is in process or completed as required; and coordinates with vendors or other County departments to assure timely repairs and service.

Manages security for all department facilities; develops, coordinates and maintains department's evacuation plans and program, safety plans, and risk and asset management; consults with security personnel and local law enforcement; controls the assignment of master keys; assigns access codes for building security systems; and responds to after-hours security alarms.

Solicits and secures the services of third-party service providers; solicits quotes and bids from vendors for various maintenance items, including building modifications or expansion efforts; reviews quotes, bids, and specifications to determine the qualification of bidders and suppliers of products or services; researches products and equipment; prepares cost estimates for service; writes bid specifications; prepares purchase orders; recommends or selects vendors; and coordinates with the Purchasing Department as necessary.

Manages and supervises miscellaneous functions as assigned, such as courier services, vehicle maintenance, and insurance coverage.

Makes recommendations regarding department budget; monitors expenditures against approved budget; prepares estimates for all maintenance projects; and maintains related documentation.

Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; and initiates any actions necessary to correct deviations or violations.

Minimum Qualifications:

Bachelor's degree in Public/Business Administration, a field related to assigned operation, or equivalent technical experience and certification; five years of progressively responsible experience in area of assignment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
