Description of Work

The Facility Access Control and Security Manager is responsible for the strategic oversight, implementation, and fiscal management of the organization's integrated security systems and physical protection programs. This role drives project management, threat mitigation, vendor compliance, and budget administration to ensure a safe, compliant, and operationally resilient environment for all personnel, facilities, and assets.

•Security Infrastructure & Technology Management

- Oversee, maintain, and troubleshoot integrated enterprise security technologies, including CCTV, cloud-based access control, fire and intrusion alarms, panic systems, and visitor management software.
- Ensure the continuous operational reliability and regulatory compliance of all physical security hardware and software.

•Project Management & Execution

- Lead multiple concurrent security infrastructure projects from conception through completion.
- Manage project lifecycles, including planning, scheduling, resource allocation, procurement coordination, and budget control.
- Collaborate with internal cross-functional teams, contractors, and executive leadership to minimize operational disruptions and meet deadlines.

•Risk Assessment & Strategic Planning

- Conduct comprehensive facility vulnerability assessments to identify operational risks and physical security gaps.
- Develop, implement, and enforce minimum security standards and preventive measures.
- Analyze emerging threat landscapes to formulate long-range strategies aligned with organizational risk tolerance.

•Financial Administration & ROI Analysis

- Administer multimillion-dollar security infrastructure programs and annual operational budgets.
- Perform detailed cost-benefit and return-on-investment (ROI) analyses regarding staffing models, technology upgrades, and outsourcing.
- Forecast future capital improvements, prioritize funding, and justify expenditures to senior management.

•Contract & Vendor Oversight

- Manage contract administration, including vendor procurement, scope-of-work (SOW) development, and performance monitoring against Service Level Agreements (SLAs).
- Supervise external contractors to guarantee quality of work, contractual compliance, and timely project delivery.

•Compliance, Communication, & Stakeholder Relations

- Maintain up-to-date knowledge of industry safety regulations, security standards, and emergency response protocols.
- Draft comprehensive technical reports, security policies, procedures, and executive presentations.
- Build and maintain collaborative relationships with internal staff, vendors, contractors, and federal, state, and local law enforcement agencies.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC 21 $70,627 - $137,724

Management prefers applicants with the following:

  • Considerable knowledge of integrated security technologies and systems, including closed-circuit television (CCTV) systems, cloud-based and enterprise access control platforms, fire alarm systems, intrusion detection systems, panic alarm systems, visitor management software, and electronic monitoring technologies.
  • Demonstrated ability to conduct comprehensive security assessments and evaluate facility vulnerabilities, operational risks, and physical security requirements.
  • Considerable knowledge of contract administration practices, including vendor procurement, contract development, scope-of-work preparation, performance monitoring, compliance review, and service-level evaluation.
  • Demonstrated ability to perform detailed cost-benefit and return-on-investment analyses related to security operations, staffing models, technology upgrades, and outsourcing opportunities.
  • Working knowledge of applicable safety regulations, security standards, emergency response procedures, and industry best practices related to physical security and facility operations.

Minimum Education and Experience

Bachelor's degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience; or an equivalent combination of training and experience.
