Facility Lead

Position Summary

The Facility Lead provides day-to-day leadership and operational oversight for the Milwaukie Temporary Housing Program. This role ensures a safe, welcoming, and well-functioning facility while supporting participants with housing stability, basic needs, and connections to services. The Facility Lead serves as a primary on-site leader, supporting staff, coordinating program operations, and promoting a trauma-informed, participant-centered environment.

Key Responsibilities

Facility Operations & Oversight

• Collaborate with the Manager on oversight of facility operations, ensuring a safe, organized, and supportive environment for participants and staff.
• Monitor participant flow, facility use, and daily activities to ensure program expectations are followed.
• Respond to incidents, emergencies, and facility concerns, following established protocols.
• Ensure program policies, procedures, and safety standards are consistently implemented.
• Perform other tasks as assigned by the direct supervisor.
  

Staff Leadership & Support

• Provide guidance, mentorship, and on-the-job support to program staff.
• Support staff with participant engagement strategies, de-escalation, and trauma-informed approaches.
• Assist with staff scheduling, coverage coordination, and communication across shifts.
• Serve as a point of contact for staff questions, concerns, and operational decision-making.
  

Participant Support & Engagement

• Support participants in navigating day-to-day program expectations and maintaining housing stability.
• Assist participants with connections to housing resources, benefits, and community services as appropriate.
• Promote respectful communication, conflict resolution, and participant accountability.
• Encourage participant engagement while maintaining clear boundaries and program structure.
• Room Checks weekly and document appropriately.
  

Collaboration & Communication

• Serve as a liaison between daytime and overnight staff to ensure continuity of operations and participant support.
• Communicate regularly with program leadership regarding facility needs, incidents, and trends.
• Participate in team meetings and program planning to support continuous improvement.
  

Documentation & Reporting

• Complete incident reports, shift notes, and operational documentation accurately and on time.
• Track program data and provide updates or reports to leadership as requested.
• Ensure documentation meets program and funder requirements.
  

Qualifications

• Experience working in a shelter, residential, housing, or community-based program.
• Demonstrated leadership or supervisory experience in a facility-based or supportive services setting.
• Strong communication, problem-solving, and decision-making skills.
• Ability to manage challenging situations calmly and professionally.
• Commitment to trauma-informed care, participant dignity, and cultural humility.
• Ability to work independently and collaboratively in a fast-paced environment.
