Summary

Duties and Responsibilities:

  • Creates and maintains linkages between all network providers and the Court.

  • Oversees eligibility determinations and selects families to participate in the two Bexar County Children’s Court, Family Drug Treatment Program and Baby Court.

  • Oversees assessment services with selected contractors and reviews results and Individual Service Plans submitted by contractors.

  • Recruits new network providers to fill identified gaps.

  • Ensures the collection of data necessary for all evaluation activities.

  • Selects, trains and supervises qualified personnel for the position Family Support Monitors, Senior Data Analyst, Court Supervisors, and Coordinator positions.

  • Assists in selection and training of personnel for the position Family Support Monitors, Senior Data Analyst, Court Supervisors, and Coordinator positions.

  • Trains all representatives of the network providers regarding program intent, documentation and reporting requirements of the Courts.

  • Staffs the Management Information System team and supports implementation and maintenance of the System.

  • Completes reports as needed of the review of program records and reports findings to District Court Judges.

  • Corresponds with staff from all funding sources and submits required reports in an accurate, timely fashion.

  • Oversees the scheduling of cases to appear before the Judges with regard to compliance, review, and sanction, if necessary.

  • Supervises all communication between staff and Child Protective Services’ caseworkers and service providers.

  • Communicates and coordinates with Child Advocates of San Antonio (CASA) regarding services provided and case management.

  • Coordinates with other Courts (e.g., criminal, juvenile and other civil courts, etc.) in order to minimize conflicts involving court orders on families.

  • Ensures the two Children’s Courts, Children's Court Family Drug Treatment Program and Baby Court are focused on best interests of children with respect to successful rehabilitation.

  • Performs related duties as required.

Minimum Qualifications:

  • Graduation from an accredited college or university with a Master’s Degree in Psychology, Social Work, Public Administration, or a closely related field and five (5) years’ experience in child abuse services or closely related field; or an equivalent combination of education and experience.

  • Have considerable knowledge of the Child Abuse system, law, and legal system.

  • Considerable knowledge of case management; good knowledge of support service programs and eligibility requirements.

  • Skill in utilizing Windows-based word processing, spreadsheet and database software.

  • Skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy.

  • Ability to communicate effectively, both verbally and in writing; ability to communicate effectively with hostile, abusive or irrational individuals.

  • Ability to obtain and organize information.

  • Ability to adjust to rapidly fluctuating situations.

  • Ability to operate typewriter and basic office equipment.

  • Ability to establish and maintain effective working relationships with Elected/Appointed Officials, Department Heads, subordinates, co-workers, County Employees, outside organizations, agencies and individuals, detained children and the general public.

  • Ability to represent the County in a professional and effective manner.

  • Must have a valid driver’s license, motor vehicle liability insurance, personal injury insurance and a personal vehicle; required to use personal vehicle.

  • Must secure and maintain a favorable background investigation and clearance.

  • Must clear a pre-employment physical and a pre-employment drug screen test.

  • May be required to work more than 40 hours during the workweek.
