Job Description - Family Impact Outreach Specialist


Pay Range: $16.00 - $18.00 an hour

Tri-County Community Action Agency, Inc. (TCCAA) is a non-profit 501(c)(3) organization dedicated for over 50 years to making a positive difference in the lives of those experiencing hardships. The agency consists of multiple programs that are created to empower people in Halifax, Charlotte and Mecklenburg Counties of Southside Virginia. Through collaborative efforts, engaged staff and partnerships, Tri-County is able to further our mission to eliminate the violence of poverty through advocacy, empowerment and self-sufficiency. 


What We Are Looking For:


The Family Impact Outreach Specialist plays a vital role in supporting families of enrolled children by strengthening parent engagement, connecting families to resources, and promoting child development and school readiness. This position works directly with parents and caregivers to build trusting relationships, assess needs, and help families set and achieve personal goals. The Family Impact Outreach Specialist supports the Head Start program’s holistic approach to early childhood education by engaging families as essential partners.


What You Will Do:



  • Build strong, culturally respectful relationships with families of children enrolled in the Head Start program.

  • Conduct regular home visits and maintain ongoing communication with families.

  • Complete family needs assessments and assist families in identifying goals and developing individualized family partnership agreements.

  • Provide information and referrals for community services, including housing, employment, healthcare, mental health, nutrition, adult education, and childcare.

  • Encourage family involvement in all aspects of the Head Start program, including classroom participation, parent meetings, volunteer opportunities, and policy council.

  • Support families through transitions, such as moving from Head Start to kindergarten.

  • Collaborate with teaching staff, health specialists, and community partners to coordinate support for each family.

  • Maintain accurate and timely documentation in accordance with Head Start regulations and agency policies.

  • Participate in multidisciplinary team meetings, training, and professional development related to family engagement and early childhood development.

  • Help plan and facilitate family workshops and engagement activities.

  • Promote positive parent-child relationships and advocate for families’ strengths and voices in program planning.


What We Are Seeking:



  • High school diploma or GED required, associate or bachelor’s degree in social work, human services, early childhood education, family studies, or a related field preferred.

  • Experience working with families and young children in a community-based or early childhood education setting.

  • Knowledge of Head Start Program Performance Standards and family engagement best practices are a plus.

  • Ability to build rapport with diverse families and maintain confidentiality.

  • Working in a team-oriented, early childhood education environment with young children and their families.

  • Strong organizational and communication skills, both verbal and written.

  • Computer proficiency in data entry and recordkeeping.

  • Bilingual (especially Spanish, Creole, or other locally spoken languages) preferred.

  • Reliable transportation, valid driver’s license, and the ability to travel locally for home visits, meetings, community engagements.

  • Willing to work occasional evening or weekend hours for family events or training.
