Brief Job Description:


Project Manager III provides project management duties involving the project initiation, planning, coordination and execution of the projects related the FSS Prevention and Early Intervention data reporting system (PEIRS) and IT related projects. This position performs highly advanced (senior-level) work assisting the daily operations program and IT teams with their activities related to the system modifications, business updates, or requested enhancements using the agile process.


The Project Manager in Family Support Services plays a critical role in bridging the gap between business needs and IT solutions. This position requires a deep understanding of business processes, technology, and project management methodologies to effectively analyze, document, and implement infrastructure solutions that support the organization's strategic objectives.


This position is responsible for developing and maintaining standardized business processes for the application. Assists in defining project scope, objectives, and deliverables; develops project implementation proposals, documentation, and scheduling; contributes to project planning, scheduling, and resource allocation; tracks project progress and identifies potential risks and issues; facilitates communication between project stakeholders and IT teams. Acts as program lead for projects as required


This position works under the division administrator of Systems Improvement and Analytics, including providing program oversight of IT projects related to the application. This includes triaging identified defects while overseeing their resolution through the refinement and enhancement processes. Sees IT projects through completion including approving test script, approving built-in demo meetings, and being responsible for user acceptance testing as required.


This position routinely interacts with all levels of agency staff, business users, subject matter experts as well as State-IT and vendor IT staff to solicit information for projects to ensure implementation meet the agency’s goals. The Project Manager III assists with the creation and review of vendor and operations department deliverables and training activities. Works under minimal supervision and with considerable latitude for the use of initiative and independent judgment. Performs other job duties as assigned.


Essential Job functions (EJF):


Attends work on a regular and predictable schedule in accordance with agency leave
policy and performs other duties as assigned.


Manages, develops, oversees, and evaluates projects using accepted project management methodologies. Performs highly advanced (senior-level) work assisting with the program and IT teams’ activities for the system modifications, business process updates, or requested enhancements using the agile process. Provide expertise and assistance in the development and ongoing management of the HHSC Prevention and Early Intervention data reporting system (PEIRS) and IT related projects. 


Elicits, analyzes, validates, and documents business requirements for infrastructure projects; tracks and analyzes business processes to clearly define product requirements, features, and enhancements; develops and maintains business process models, data flow diagrams, and use cases; collaborates with business stakeholders to understand their needs and translate them into technical requirements. 


Provides input and technical assistance and guidance to staff (internal staff, FSS grantees, HHSC IT, and other HHS agencies) in the development and implementation of program changes and new initiatives. Provides advanced guidance, effective planning, organization, training, and direction to the Program’s staff.


Acts as liaison to other program staff and other agencies concerning program initiatives being managed by the department. 


Provides technical assistance and customer support to agency stakeholders and program staff.

Knowledge, Skills, and Abilities (KSA):



  • Knowledge of HHSC Family Support Services program and initiatives



  • Knowledge of Microsoft Office applications including Excel, MS Project, and Word

  • Knowledge of SQL applications including Oracle or Snowflake

  • Knowledge of principles of the agile process.

  • Knowledge of Project management processes and tools.

  • Skill in eliciting user requirements from business users and ensuring systems meet business user requirements.

  • Skill in project management monitoring; in addressing changes in scope and budget and monitoring the schedule of the project.

  • Skill in meeting facilitation, problem-solving, and conflict resolution.

  • Must be able to work and communicate effectively both verbally and in writing with a wide variety of people such as end users, FSS program leadership, IT developers and various technical staff.

  • Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks,

  • Ability to prepare reports and communicate effectively both orally and in writing.

  • Ability to identify and analyze problems, evaluate alternatives, and propose effective solutions.


Registration or Licensure Requirements:
None required.


Initial Selection Criteria:



  • Experience in project management required.

  • Experience with prior IT project management preferred.

  • Graduation from a college or university with major coursework in business administration, computer science, management information systems, or a related field is generally preferred.

  • Experience in conducting training, meetings, or workshops is preferred.

  • Previous experience working for a Texas State Agency is preferred.

  • Experience and education may be substituted for one another on a year-for-year basis.
