The Department of Natural Resources (DNR) is seeking a Federal Grants Supervisor. This position will report to work at the Central Office in St. Paul, MN. This position exists to provide supervisory oversight to all federal grant opportunities that are routed through the Fish and Wildlife Division. This position provides day-to-day supervision to division grants staff, provides direction regarding implementation of federal and non-federal grant programs, and oversees the division's compliance with all federal grant requirements to ensure the division(s) remain eligible to receive federal funds.

Job responsibilities include but are not limited to:

Provide day-to-day supervision and work direction to staff of federal programs routing through the Fish and Wildlife division and/or impacting the agency

Provide leadership in the Agency's Office of Conservation (OCI) federal program including program management, implementation of federal regulations and guidelines, ensuring the agency is capturing the maximum amount of eligible federal revenues through the program and is accurately forecasted in state budgets.

Oversee and lead other division high-profile federal programs (Like America the Beautiful) to maximize and leverage federal and state funding applied to conservation efforts.

Oversee, provide leadership, and coordinate for state long term monitoring and regulatory compliance for real property assets and capital equipment with federal interest, including broadband utility licensing, leases, easements, and sales.

Provide technical expertise, on special projects, relating to DNR initiatives. Projects may be short or long-term in nature and require research efforts.

Minimum Qualifications

Four (4) years professional level experience in a natural resource setting, agency, or organization; including budget development and fiscal management, work planning and partnership, and visitor management experience.

A Bachelor’s or advanced level Degree in Natural or Cultural Resource Management, Parks and Recreation, Natural Science, Communications, Public Relations, Business Management, Political Science, Public Administration, Social Science or closely related field may substitute for one (1) year of professional experience.

Two (2) years supervisory or lead work experience to professional staff in planning and coordinating resource management for a multi-discipline environment.

Experience preparing and managing budgets (e.g., setting goals, itemizing expenses, projecting expenditures, forecasting revenues, directing changes, cost/benefit analysis etc.).

Experience assessing impacts, writing reports, and proposing resolution to issues.

Excellent communication skills sufficient to prepare and provide effective reports and presentations to the public, staff, division leadership, the legislature, and other agencies to provide program information, develop partnerships, justify program initiatives, and garner program support.

Ability to treat employees inclusively in the areas of accommodation, scheduling, job expectations, individualized resource needs, training, and professional development.

Ability to develop and implement new and/or modified federal compliance needs ensuring the agencies interests are not compromised.

Ability to effectively lead and manage multiple large federal grant programs.

Ability to effectively negotiate complex and challenging issues

Demonstrated experience working with auditors and developing audit responses.

Knowledge of land acquisition processes.

Ability to interpret and analyze GIS data.

Preferred Qualifications

Bachelor's or advanced-level Degree in Natural or Cultural Resource Management, Natural Science, Communications, Public Relations, Business Management, Political Science, Public Administration, Social Science, or closely related field.

Five (5) years of progressive administrative and supervisory experience.

Leadership competencies including integrity and trust, motivating others, vision orientation, building an effective team, dealing with ambiguity, politically savvy, customer focused, planning, creativity, and continuous learning.

Experience analyzing GIS data.

Extensive working knowledge about the Office of Conservation (previously known as WSFR) Program.

Demonstrated experience interpreting and applying environmental laws such as the Wildlife and Sport Fish Restoration Act, National Environmental Policy Act, National Historic Preservation Act, and/or Endangered Species Act.

Comprehensive knowledge of Fish and Wildlife, Ecological and Water Resources, water access, and Hunter Education Programs.

Additional Requirements

This position requires an unrestricted Class D Driver’s license with a clear driving record.
