Job Description - Finance and Administration Manager


University Research Co., LLC (URC) is seeking a Finance and Administration Manager for our U.S. Government funded activities in Haiti. The Finance and Administration Manager, located in Cap Haitien, will be a senior member of the project management team responsible for the overall financial, contractual, administrative, and operational management of URC activities in Haiti.


Position Summary


The Finance and Administration Manager will ensure the efficient, compliant, and cost-effective use of project resources and provide the operational support necessary for timely implementation of project activities throughout Haiti. The position will oversee budgeting and financial planning, accounting and financial reporting, procurement, subcontract and consultant administration, travel and field logistics, office administration, asset management, and operational reporting.


 


Working closely with the Chief of Party, technical and field teams, and URC's Home Office, the Finance and Administration Manager will ensure that personnel, funds, equipment, vendors, and other resources are available when and where required. Given Haiti's complex and evolving operating environment, the position will also play an important role in operational risk management and continuity planning, adapting logistical and administrative arrangements in response to changing security and access conditions.


 


 Key Responsibilities:



  • Oversee project budgeting, financial planning, expenditure tracking, invoicing, and financial reporting.

  • Monitor project expenditures against approved budgets and support financial forecasting and resource planning.

  • Manage procurement processes and ensure appropriate documentation and compliance with applicable requirements.

  • Manage the financial and administrative aspects of subcontractor and consultant agreements, including expenditures, invoices, and required documentation.

  • Oversee project administrative and operational requirements, including travel and logistics necessary to support field monitoring activities.

  • Coordinate with technical and field teams to ensure personnel, equipment, and other resources are available to support activities in a timely and cost-effective manner.

  • Maintain accurate financial, procurement, subcontract, and other required project records and support audit and reporting requirements.

  • Ensure financial and operational activities comply with contractual requirements, applicable donor regulations, organizational policies, and security protocols.

  • Identify financial, administrative, and operational risks and support appropriate mitigation and contingency measures.

  • Coordinate field deployment logistics and alternative operational arrangements when security, access, or other conditions affect planned activities.

  • Coordinate closely with project leadership, URC's Home Office, field teams, subcontractors, and other relevant stakeholders on financial, contractual, administrative, and operational matters. 


Required Qualifications



  • Bachelor's degree in finance, accounting, business administration, public administration, or a related field.

  • Minimum seven (7) years of progressively responsible experience managing finance, administration, operations, contracts, or grants for donor-funded programs.

  • Demonstrated experience supporting complex monitoring, evaluation, humanitarian, development, or field-based projects is preferred.

  • Experience with budget management, financial reporting, procurement, subcontract administration, logistics, and compliance with donor regulations and contractual requirements is required.

  • Strong organizational, analytical, problem-solving, and communication skills, with demonstrated ability to manage multiple priorities and coordinate effectively with technical teams, field staff, subcontractors, and other stakeholders.

  • Ability to maintain a continuous presence in Cap Haitien, as possible, and to travel throughout Haiti as required.

  • Proficiency in MS Office, Excel, Data Management, and communication tools.

  • Fluent French, Haitian Creole, and English.

  • Experience operating in complex, fragile, or non-permissive environments is highly desirable. Haiti experience is highly preferred.


Preferred Qualifications



  • Experience managing finance and operations for U.S. Government-funded contracts or other complex donor-funded programs.

  • Experience with subcontract and consultant administration and management of local vendors and service providers.

  • Experience supporting geographically dispersed teams and field operations.

  • Knowledge of Haitian financial, tax, labor, procurement, banking, and administrative requirements.
