Fiscal Assistant or Finance Specialist


The Fiscal Assistant performs accounts payable processing and cash receipt functions for the Finance Office, providing administrative support while ensuring accurate financial records, internal controls, and responsive service to staff, vendors, and the public.


The Finance Specialist maintains all aspects of the Accounts Payable and Cash Management functions and will assist with Payroll functions. This position requires a high level of expertise in tax reporting, banking, and other financial administration function for the Finance Office.


Job Duties Include:


The Fiscal Assistant will perform some of the following duties within all functional areas of the Finance Office as listed below. Specific tasks will be assigned in a manner that maintains separation of duties and internal controls.


Accounting



  • Enter encumbrances in the accounting system.

  • Review and process accounts payable invoices.

  • Reconcile and process monthly transactions for District’s purchasing cards program.

  • Support employee payroll processing and act as a backup to ensure continuity.


Audit



  • Retrieve and compile required documentation for internal and external audit requests.


Cash Management



  • Review and recommend cash management needs and process cash receipts.

  • Maintain petty cash.


Budget



  • Support the budget development process through quality review and preparation of materials for distribution.

  • Provide administrative support for the Truth in Millage (TRIM) process.


Support



  • Assist with maintaining Finance Office records and documentation.

  • Research and respond to internal and external inquiries from vendors, the public, and District staff.


Other



  • Perform other duties as assigned.



The Finance Specialist will perform some of the following duties within all functional areas of the Finance Office as listed below. Specific tasks will be assigned in a manner that maintains separation of duties and internal controls.


Accounting



  • Maintain encumbrances in the accounting system.

  • Review and process accounts payable invoices; annual vendor tax reporting.

  • Assist with the administration of District Purchase Cards.

  • Review and process employee payroll; assist with quarterly payroll reconciliations and annual tax reporting.

  • Prepare assigned financial schedules and reports.

  • Reconcile assigned asset and liability accounts.


Audit



  • Prepare schedules and documentation for all audits and coordinate compliance with audit requests.


Cash Management



  • Monitor and maintain cash management needs and process cash receipts.

  • Manage petty cash.


Budget



  • Assist in the development of the Preliminary and Tentative budgets.

  • Assist with all aspects of Truth in Millage (TRIM) process.


Support



  • Support staff by providing guidance and training on accounts payable, payroll, and other internal related processes.

  • Coordinate with financial auditors, prepare schedules, and provide documentation to support general ledger.

  • Assist with maintaining finance related District procedures and written instructions.

  • Assist with maintaining Finance Office records and documentation.

  • Research and respond to internal and external inquiries from vendors, the public, and District staff.


Other



  • Perform other duties as assigned.



Minimum Qualifications:


Fiscal Assistant -



  • High School diploma or equivalent required. Associate’s degree in accounting or business administration preferred.

  • Minimum of two (2) years of clerical, banking, and/or accounts payable experience.

  • College Education can substitute on a year-for-year basis for the required work experience.

  • Valid drivers’ license.


Finance Specialist -



  • Bachelor’s degree in accounting, business administration, or related field.

  • Professional experience as described above can substitute on a year-for-year basis for the required college education.

  • Minimum of three (3) years of accounting experience with an emphasis in accounts payable and cash management.

  • Payroll and tax reporting experience preferred.

  • Valid drivers’ license.

Salary: Fiscal Assistant $33,009.60 - $49,504.00; Finance Specialist $49,462.40 - $82,451.20. Starting salary commensurate with selected candidate's competencies and qualifications.
