Position Summary 

The Fleet Experimentation (FLEX) Lead serves as a senior subject matter expert (SME) supporting Navy fleet experimentation, doctrine validation, and operational concept development. Leveraging deep operational experience, this role leads the planning, coordination, and execution of experimentation initiatives to inform future maritime capabilities, doctrine, and operational integration. The FLEX Lead collaborates with Navy stakeholders, coordinates across tactical and operational levels of war, and ensures experimentation results are captured, assessed, and integrated into doctrine and planning processes. 

Responsibilities:

  • Provide senior-level operational expertise (10+ years Navy operational experience) to guide the design and execution of fleet experimentation programs. 
  • Lead the management and execution of the FLEX program, including facilitating initiative development, reviewing proposals, and developing execution and assessment plans. 
  • Lead the design, execution, and analyzing FLEX in order to validate doctrine and explore innovative capabilities and technologies 
  • Support the conduct of experiments that are designed to discover, test, demonstrate, or explore current and future military concepts, doctrine, organizations, and equipment and the associated interplay 
  • Develop Master Scenario Event Lists (MSELs), coordinate event support with Navy and joint stakeholders, and support planning conferences/workshops. 
  • Deliver results and findings to the assessment team. 
  • Validate Navy doctrine through exercises and experimentation. 
  • Coordinate effectively at the Flag level, supporting senior leaders with documentation, briefings, and recommendations. 
  • Apply knowledge of USFF/CPF Instruction 3900.1D, OPNAVINST 5420.106A, COMUSFLTFORCOMINST 5401.1C, and NTRP 1-01. 
  • Develop and deliver high-quality reports, briefings, and presentations. 
  • Utilize Microsoft Office Suite (Word, Excel, PowerPoint, Edge, SharePoint) for documentation and communication. 

Requirements

Required Qualifications 

  • 10 years of senior Navy operational experience in maritime missions/functions/tasks with working knowledge of the coordination between the tactical and operational level of war  
  • 5 years of experience in supporting the management and execution of the fleet experimentation (FLEX) program to include facilitating the development of initiatives, conducting initial reviews of proposals, developing the FLEX execution plan, developing data collections and assessment plans, developing master scenario event lists, coordinating support of events, conducting planning events, and providing results to the assessment team 
  • Robust experience validating doctrine through exercises and experimentation 
  • Strong knowledge and understanding of USFF/CPF Instruction 3900.1D; Fleet Experimentation (FLEX) Program, OPNAVINST 5420.106A; Navy Doctrine Development Policy, COMUSFLTFORCOMINST 5401.1C; Fleet Concept of Operations Development, and NTRP 1-01; The Navy Warfare Library User Manual 
  • Great verbal and written communication skills 
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Edge, and SharePoint) 
  • Ability to coordinate at the Flag level and develop Flag-level products 
  • Clearance: Active Top Secret/SCI 

Preferred Qualifications 

  • Experience working with USFF, CPF, or Navy HQ staff. 
  • Familiarity with JADC2, Distributed Maritime Operations (DMO), or emerging Navy operational concepts. 
  • Master’s degree in National Security Studies, Operations Research, or related field. 

Competencies 

  • Operational Expertise: Deep knowledge of Navy operations, experimentation, and doctrine. 
  • Leadership: Ability to lead planning efforts and coordinate across tactical, operational, and strategic levels. 
  • Communication: Strong ability to present to senior leaders and draft Flag-level documentation. 
  • Collaboration: Skilled at working with diverse Navy, joint, and civilian stakeholders. 
  • Analytical Thinking: Ability to translate experimental results into actionable recommendations. 

Work Location & Conditions 

Location: Norfolk, VA (with potential travel to fleet concentration areas, CPF, and exercise sites). 

Environment: Classified work environment; ability to work in SCIFs and secure facilities as required. 

Travel: Occasional (up to 15%) to support events, exercises, and conferences.
