Job Description - FOIA Analyst


FOIA Analyst
ROLE
We need an experienced FOIA Analyst to support the National Park Service (NPS) under the Washington Area Support Office (WASO) Information Resources Directorate (IR). The NPS manages more than 420 park units across the United States and its territories and is responsible for compliance with the Freedom of Information Act (FOIA), the Federal Records Act (FRA), and related federal regulations, policies, and guidelines. In this role, you will provide analytical and administrative support to ensure timely and accurate processing of FOIA requests and litigation, including managing records, applying exemptions, redacting sensitive information, coordinating with stakeholders, and assisting NPS FOIA Officers with responses and reports. RESPONSIBILITIES
  • Manage intake processes for new FOIA requests in accordance with statutory and regulatory requirements
  • Monitor FOIAXpress, mail, fax, and email to identify and log new requests
  • Analyze incoming requests for compliance, fees, and scope issues, and draft acknowledgment letters with appropriate categorizations
  • Coordinate with NPS components for review and delivery of responsive records, assign requests to FOIA POCs, and update FOIAXpress for visibility
  • Manage searches for new and existing FOIA requests
  • Identify offices, custodians, and park units likely to hold responsive records
  • Task, monitor, and follow up on searches, ensuring timely responses and proper documentation
  • Provide training and guidance to custodians, and determine when eDiscovery tools are appropriate
  • Gather and organize responsive documents, convert files to PDF, and review for responsiveness
  • Process records and prepare responses
  • Identify exempt information and apply appropriate FOIA/Privacy Act exemptions, performing accurate redactions
  • Review and reconcile release recommendations, draft correspondence, and coordinate with FOIA Officers, attorneys, and stakeholders
  • Conduct legal research to remain current on FOIA statutes and case law, and prepare final response packages for federal staff signature
  • Flag deliberative, pre-decisional, or White House equities for review and ensure proper documentation throughout the process
  • Provide FOIA administrative support
  • Create and maintain electronic case files, update FOIAXpress entries, and reconcile data for accuracy
  • Perform administrative functions such as correspondence, call handling, recordkeeping, and document preparation
  • Draft and review materials including Vaughn indices, weekly leadership reports, monthly audit reports, and custom reporting as needed
  • Support case close-out, archiving, and Section 508 compliance, including preparation of materials for public posting

QUALIFICATIONS
  • Minimum three years of experience in analytical and administrative support services
  • Advanced skills in processing records for release under the FOIA
  • Highly experienced with Microsoft Office Suite (to include Outlook, Word, and Excel), Adobe Acrobat, and electronic FOIA processing and e-discovery tools
  • Excellent ability to communicate orally and in writing to effectively assist, interpret, track, and document casework.

EDUCATON
  • Associate’s degree or equivalent experience

  • Each of the following NPS office locations will be hiring one (1) person for this role.
  • Reston, VA
  • Herndon, VA
  • Washington, DC
  • Lakewood, CO

CLEARANCE
  • U.S. citizenship is required
  • Ability to pass federal background check

WORK HOURS
  • 40 hours per week
  • 8 hours per day

EMPLOYMENT CLASSIFICATION
  • Employment Classification Eligibility — W2

Other Considerations: applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
