) Description General Statement of Duties: This is mid-management position in the Essex County Sheriff's Department with broad management responsibilities for the development of policies, programs and practices related to food services.This position answers directly to the Assistant Superintendent V and involves supervisory responsibility, planning, involvement in purchasing, and the monitoring and enforcement of health and safety standards as well as ongoing quality control.It includes the direct supervision of inmates in a work program and assigned correctional staff.The position also works collaboratively with security, classifications, and programs divisions. Supervision Received: Works under the general supervision of the Assistant Superintendent V, or other employees of higher grade who provide instruction and guidance, assign work and review performance through oral and written reports for adherence to policy and conformance with rules and regulations. Supervision Exercised: Exercises direct supervision over all Food Service Section personnel, including correctional staff, inmates, and other non-uniformed personnel responsible for providing complete food services to all employees and inmates within Middleton facility. Essential Functions: Responsible for the development and full implementation of all policies and procedures for the Food Services Section, and for the on‑going review and updates of those policies. Accountability of vendor relative to:
Hiring, Compliance, Corrective action plans, Fulfillment of contracted hours, Retention, Training/certifications, Audits, Staff development. Direct and supervisory responsibility for the selection of staff and for the division of labor, training, counseling, disciplining, and promoting. Maintain accurate accounts of all invoices, and coordinate records keeping with the financial section to assure timely payment. Maintain a per meal cost, monthly, quarterly, and yearly expense record of all food, supplies and equipment. Participate in the preparation and monitoring of the food service budget. Work with the food vendor to requisition all related food, supplies, and equipment from the warehouse and maintain an adequate inventory. Provide for the maintenance of all food service and preparation equipment to insure its safe operation.Liaison with food service equipment repair company Establishment and supervision of sanitary standards and procedures for all food service areas and personnel. Schedule appropriate food service personnel. Supervise, train, evaluate, and counsel food service employees. Monitor and maintain sanitary and safety standards and practices in the kitchen, employee cafeteria, and related work and storage areas, correcting all areas which are not in compliance with standards. Attend professional and staff meetings, as assigned to keep informed of new developments in food storage, preparation, and service, as well as institutional administration. Coordinate food service programs, schedules, personnel, supplies, equipment, and material to insure efficient, economical, sanitary, and nutritious food service. Develop, implement, review, and update all policies and procedures pertaining to food services. Direct and monitor compliance with all CMRs, Massachusetts General Laws, and Sheriff's Department policies as they apply to food services. Ensure proper security of the kitchen and its surroundings.Establish security protocols for all information on file in the Department’s system, in keeping with the rights of all individuals to privacy and specifically assure compliance with the CORI statutes. Conduct staff meetings with line staff and supervisors to provide staff with information about the overall institution to further communications within the organization and to receive input and feedback from subordinates to improve the overall operation of the organization. Associate’s Degree and/or Two years Military Experience preferred. §
Management experience in the food service industry. §
Experience working in a corrections environment preferred. §
Experience supervising incarcerated persons within an industry setting preferred. §
Excellent communication skills (both oral and written), organizational and management skills necessary. §
Must possess knowledge and qualifications in food handling. §
Must demonstrate working knowledge of all phases of the delivery of food services within the Essex County Sheriff’s Department. §
Ability to work under pressure, to make sound decisions, and to manage a number of priorities.Excellent organizational skills required. §
Ability to act calmly, make decisions, and act quickly in emergency/stressful situations.Interact well with people who are under physical and/or emotional stress. §
Motivate others and understand, explain, and apply laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities. §
Considerable knowledge of the principles and methods of correction institution management.Knowledge of the principles, practices, and techniques of direct supervision. §
Ability to maintain accurate records, prepare reports, analyze, and determine the applicability of data, draw conclusions, and make appropriate recommendations. Primary Location
