Force Management Analyst

Location TARC, Arlington Hall Station, Arlington, VA - on-site, five days a week

Clearance Active DoD SECRET required (TS/SCI accepted). U.S. citizenship required.

Type Full-time · Contingent on award of W9133L26RA044

Salary $115,000 – $160,000, commensurate with experience, clearance currency, and ARNG force-management depth

Travel Limited / NTE. Occasional CONUS in support of SGFM events or working groups.

Schedule 0800–1700 local. Weekly Status Report due NLT 1500 Thursday.

The mission

The Army National Guard Force Generation Division manages data in Army systems of record, assesses operational readiness, and provides technical support for more than 4,900 ARNG units across 54 States and Territories. This analyst is the on-site SME for the Army Synchronization Tool (AST), CTRM, and the Force Pool Synchronization Calendar. The job is to keep the system of record honest - and to tell leadership, in writing and on time, when guidance, an emergent mission, and the calendar disagree.

What you will do

Reporting and taskers (PWS 5.1)

Own the weekly reporting clock: Weekly Status Report (NLT 1500 EST Thursday), trip and conference reports within five business days, Weekly Division SITREP, and Monthly Progress Report.

Manage ETMS2 taskers, comment resolution, and the consolidated remarks matrix.

AST and CTRM (PWS 5.2)

Serve as the contractor SME for ARNG integration of AST. Input force-generation, modernization, collective-training, and mobilization data. Reflect unit-lifecycle changes within seven days of an authoritative source.

Hold the weekly technical synchronization with the AST program manager. Sit the AST IPT and bi-weekly working groups. Contractor input only; the Government decides.

Force projection and readiness (PWS 5.3)

Engineer and maintain the ARNG Force Pool Synchronization Calendar. Facilitate semi-annual reviews of all 54 State Joint Force Headquarters against long-range CTRM strategy.

Validate the ARNG force structure in AST against the Army Command Plan every week. Identify discrepancies and report findings.

Evaluate the monthly unit readiness cycle IAW AR 525-29. Integrate into weekly CTRM Operational Planning Teams.

Required qualifications

U.S. citizen. Active SECRET clearance (or eligibility to obtain/maintain SECRET; DD-254).

Bachelor's degree in business, economics, mathematics, operations research, or a related field required; Master's preferred.

Minimum 5 years of experience across the ARNG (or Army/Joint equivalent) Force Management process-force generation, force integration, mobilization, or Global Force Management.

Familiar (experience) with Army National Guard Mobilization and Employment.

Demonstrated experience keeping an Army system of record current (AST required or rapidly trainable; FMSWeb, EMDS, Vantage, CPLAN, ETMS2 also accepted as adjacent proof).

Ability to draft order-quality staff products (EXORD/FRAGORD/EXSUM) and senior-leader decision briefs, including the Weekly Status Report and Division SITREP.

Willing and able to work full-time on-site at TARC, Arlington Hall Station. This position has no recurring telework.

Preferred qualifications

SAMAS extract files, Force File, USAFMSA extract files, RCMS, AOS, and FSR.

CTRM / FPSC; LSMO or AGSRC; 54-State/Territory coordination.

How the Army Runs or ARNG Force Management Course / FA50 / ASI 3R.

Prior work at TARC, Arlington Hall, NGB, HQDA G-3/5/7, or a State JFHQ G-3.

Strong Microsoft Office. Comfortable in a two-person cell with a hard Thursday deadline.

Who thrives here

An ARNG or Army force manager who has touched the file - not only briefed the file. You know ARNG mobilization and employment in practice. You can walk a Colonel through a friction point in one page. You do not need a six-person shop to hit 1500 on Thursday.
