INTRODUCTION:
The position of Foster Family Coordinator will support the Family Services Program Administrator by providing necessary support to improve the social and psychological welfare of Native American children and their families and to maximize the family well-being and to protect the best interests of Siletz children and of the Tribe and its customs and culture, as provided for by the Siletz Constitution.
TRAINEE DUTIES:
Foster Family Coordinator Trainee- Training Period: Incumbent will complete six months of supervised training in Foster Family Recruitment, Retention and Coordination Competencies. This will include successfully completing the National Indian Child Welfare Association on-line training, Department of Human Services core training for Certifiers, on the job training, TAS software training, competencies in partner databases specifically OR-Kids, OJIN and others as identified, referring clients for fingerprinting and conducting extensive background checks, the development of an annual recruitment calendar and a Tribal Specific, Culturally Relevant recruitment presentation.
Upon completion of the training period the incumbent will possess the knowledge, skills and ability to perform the duties of the position.
DUTIES:
- Contact foster parents and children in care and respond to their needs.
- Maintain a list of current open cases.
- Maintain a list of children in guardianships under the age of 18.
- Create open case files, to include both hard and digital copies.
- Close cases according to department processes.
- Provide ICW information to community members and assist program staff in meeting client needs.
- Input data and coordinate tracking system for services.
- Conduct home visits, provide detailed written reports, and assist the Indian Child Welfare (ICW). Program Director and ICW Case Workers with providing services.
- Follow department protocol for timelines in the certification process.
- Serve as liaison to internal and external programs.
- Conduct phone contact with state caseworkers and provide assistance to Case Workers.
- Responsible for the recruitment of foster homes.
- Responsible for certification /re-certification/de-certification and/or designation of placement in foster homes.
- Conduct the proper background checks, and interpret the information from law enforcement, child welfare and court databases to ensure compliance with certification standards.
- Develop foster parent training curriculum.
- Develop foster parent support network.
- Maintain statistical data, including case noting in Tribal software system, and scanning information into Laserfische and the W Drive.
- Other duties as assigned.
Requirements
REQUIREMENTS:
Foster Family Coordinator Trainee - High School Diploma and two years’ experience in working with families and children in a child welfare or related professional setting.
Foster Family Coordinator - Associate’s degree in Human Services, Social Work or other related field, and one year of experience in human services, social work or ICW work environment, - OR - an equivalent combination of education and/or experience.
Foster Family Coordinator Trainee position transitions to a Foster Family Coordinator, TL 116.2, upon achievement of two years of satisfactory performance and completion of 40 hours of applicable child welfare training.
Knowledge of:
- Tribal and state courts functions, and the ability to work cooperatively with various systems, preferred.
- The ability to work with various software systems, effectively use MS Office, Excel and learn other platforms.
- ICWA understanding & training.
- Previous experience working with law enforcement agencies, other tribal departments, foster families and foster care systems.
- File maintenance and archival practices.
- Supply inventory and ordering, check requisitions, data tracking.
- Organizational systems for tracking and accountability purposes.
- Scanning and archiving department documents and files.
- Previous experience working with adoption and foster care systems, preferred.
Experience:
- Conducting and documenting home studies.
- Interviewing people and documenting accurately the results of those interviews.
- Working with a diverse population with an inclusive outlook.
- Working in Tribal communities.
- Cultural humility and openness to differing viewpoints regarding cultural practices.
- Work performed in support of office functioning to include clerical tasks and organization practices.
Ability to:
- Work with a wide variety of people, to communicate effectively and relate to Native American clients and program staff, have the ability to network effectively with community and tribal agencies.
- Remain calm in intense situations, and model courtesy and respect.
- Maintain computerized data tracking systems.
- Serve as the department clerical resource to ensure the smooth running of the program and assist with meeting those objectives through organizational support and foster family certifications.
- Provide an accurate work product in regard to inventory, ordering, check requisitions, file creation and maintenance, archiving case files, and foster home certification and communications.
- Communicate effectively using both verbal and written skills.

- An applicant selected for this position must pass mandatory drug screening, in-depth background check for any incidence of criminal activity, child abuse or child neglect per Siletz Tribal Code § 2.800 (c) Pre-Employment Background Check (1) “All criminal history background investigations shall meet or exceed the standards required under the Indian Child Protection and Family Violence Prevention Act, 25 U.S.C §3201 et esq. and 25 C.F.R. Part 63”.
