POSITION SUMMARY:
The Site/Civil Project Manager oversees all planning, coordination, and execution of civil construction activities,
including site preparation, excavation, earthwork, utilities, stormwater systems, foundations, and related civil
scopes. This role manages project budgets, schedules, safety performance, quality control, subcontractor
coordination, and client communication for civil-focused projects or civil phases of larger building projects. The
Site/Civil Project Manager works closely with superintendents, engineers, project owners, design teams, and
municipal agencies to ensure safe, efficient, and compliant delivery of all civil work. The PM is accountable for
financial performance, change management, documentation accuracy, and high-quality project outcomes that
reflect O-A-K standards.
POSITION RESPONSIBILITIES & DUTIES:
-Manage the full lifecycle of civil and sitework projects, ensuring alignment with scope, schedule, budget,
and quality expectations.
-Lead the development of project plans, preconstruction coordination, permitting requirements, and
subcontractor procurement for earthwork, utilities, drainage systems, excavation support, and related
packages. Maintain complete project documentation including RFIs, submittals, change orders, daily
reporting, and cost tracking.
-Oversee the preparation and maintenance of schedules and coordinate closely with the Civil
Superintendent to ensure accurate sequencing and field readiness.
- Manage contract compliance, pay applications, and project closeout including as-built documentation,
testing records, and warranties.
-Manage job closeout by coordinating warranties, turnover materials, punch lists, final payments,
retention release, and reconciliation with accounting.
Cross-Functional Coordination
-Work closely with the Civil Superintendent to align field operations with engineering requirements, plans,
and specifications.
-Review civil drawings, geotechnical reports, surveys, and utility plans to confirm constructability and field
accuracy.
-Resolve conflicts related to grades, utility routing, soil conditions, tie-ins, and stormwater requirements.
Coordinate testing services, inspections, environmental controls, and regulatory compliance.
-Support material procurement, equipment planning, and logistical coordination needed for safe and
efficient field execution.
Cost & Financial Management
-Develop and manage project budgets, cost forecasts, and projections for all civil scopes.
-Monitor costs related to labor, materials, equipment, trucking, and subcontractors and proactively
address variances.
-Evaluate civil subcontractor proposals, negotiate pricing, and support award recommendations.
-Process change orders, analyze cost impacts, and communicate financial implications to leadership.
-Ensure accurate and timely billing, review subcontractor pay applications, and support strong cash flow
practices.
Client & Stakeholder Relations
-Serve as a primary point of contact for owners, engineers, inspectors, utility companies, municipal
agencies, and project stakeholders.
-Communicate progress updates, schedule impacts, risks, and solutions with clarity and professionalism.
-Participate in project meetings, coordinate responses to design questions, and maintain strong working
relationships through transparency and proactive engagement.
-Support O-A-K’s commitment to high-quality service and client satisfaction across all civil project phases.
Safety & Risk Management
-Ensure all civil field activities comply with O-A-K safety programs, OSHA requirements, trenching and
excavation standards, and environmental regulations.
-Support the Civil Superintendent and Safety Director by identifying hazards, leading safety discussions,
and reinforcing best practices related to excavation, underground utilities, and heavy equipment
operations.
-Monitor erosion control measures, stormwater compliance, dewatering operations, and environmental
protection requirements.
SITE/CIVIL PROJECT MANAGER
SUPERVISION RECEIVED
-General Supervision. Functions independently within established objectives, policies, and procedures.
-Receives direction primarily on long-term goals, priorities, and strategic matters. Consults with
leadership as needed on critical issues.
SUPERVISION RESPONSIBILITIES
Informal Supervision. Provides task coordination, training support, and guidance to project engineers, interns, and
administrative staff without formal responsibility for performance management or discipline.
EDUCATIONAL & EXPERIENCE REQUIREMENTS
-A bachelor’s degree in Construction Management, Civil Engineering, or a related field is preferred. -Equivalent experience in civil construction, sitework, or underground utilities will be considered.
-Three to five years of experience managing civil, sitework, or underground utility projects is required,
with proven ability to lead below-grade scopes from planning through closeout.
-Demonstrated proficiency in reading civil plans, utility drawings, grading plans, and geotechnical reports
is essential.
-Experience with Procore, Bluebeam, GPS-enabled equipment systems, and Microsoft Office is preferred.
-Valid driver’s license.

-FDOT Advanced MOT Certification
