Overview 


Prime Response Inc. (PRI) is seeking a highly experienced Fuels Manager to oversee all ground and aviation fuel operations supporting the United States Air Force Academy (USAFA). This role provides full-time, on-site leadership responsible for ensuring safe, compliant, and efficient fuels operations in accordance with Air Force regulations, DLA-Energy requirements, and contract performance standards.


Key Responsibilities


Operational Leadership



  • Manage all ground and aviation fuel operations supporting DLA-Energy fuels account (SE5F3S) and FP7000 customer account

  • Provide full-time on-site oversight of fuels activities in accordance with Air Force regulations and contractual requirements

  • Coordinate daily operations, prioritize workload, and ensure all tasks are completed on time and to customer satisfaction

  • Serve as primary liaison with the Government COR and customer stakeholders through the Project Manager


Compliance & Quality Assurance



  • Ensure strict adherence to USAF, OSHA, state of Colorado, environmental, and safety regulations

  • Implement and manage the Quality Control Plan and self-inspection program



  • Monitor and maintain compliance with Performance Work Statement (PWS) requirements, including:



    • Fuel sampling compliance (100%)

    • Operational safety compliance (100%)

    • Fuel gain/loss accountability standards


  • Lead investigations and corrective actions for any operational discrepancies


Safety & Environmental Management



  • Enforce spill prevention, response, and cleanup procedures

  • Oversee Hazardous Waste Accumulation Site (HWAS) compliance and environmental programs

  • Maintain readiness to execute Emergency Fuels Support Plan

  • Ensure all fueling operations meet safety and environmental standards


Personnel Management



  • Supervise and lead a team of fuels specialists in a military environment

  • Conduct performance evaluations, counseling, and development planning

  • Manage scheduling, discipline, and labor requirements in accordance with Collective Bargaining Agreements

  • Ensure all personnel maintain required certifications and recurring training


Fleet & Equipment Oversight



  • Oversee maintenance and management of refueling vehicle fleet

  • Ensure compliance with OSHA, DOT, and state vehicle regulations

  • Manage vehicle identification link (VIL) key program


Metrics & Reporting



  • Track and report key performance and quality metrics

  • Produce monthly reports highlighting workload, compliance, and operational performance

  • Identify process improvements and implement corrective actions as needed


Cost & Resource Management



  • Manage labor utilization, PTO usage, and staffing efficiencies

  • Provide recommendations for cost control and operational savings







Requirements



Required Qualifications




  • Minimum 15 years of experience in DoD ground and/or aviation fuels services (Air Force experience preferred)

  • Minimum 5 years of experience supervising fuels personnel in a DoD environment

  • Demonstrated experience managing fuels operations in a contract environment

  • Proven ability to ensure compliance with Air Force and DLA-Energy standards

  • Expertise in fuel handling, storage systems, and accounting processes

  • Experience with environmental compliance, including hazardous waste management

  • Familiarity with Air Force MICT or similar self-inspection programs

  • Ability to interpret technical guidance and implement maintenance and safety programs


Preferred Qualifications



  • Active Commercial Driver’s License (CDL) with Hazmat endorsement

  • Experience managing Vehicle Identification Link (VIL) key programs

  • Experience supporting aviation fueling operations in a military environment


Additional Requirements



  • Ability to obtain and maintain a Common Access Card (CAC)

  • Ability to obtain required DLA-Energy fuels accounting credentials (minimum NEAC Level III background)

  • Ability to meet flight line driving requirements

  • Must be able to work in a physically demanding and safety-sensitive environment
