DEPARTMENT:       Department of Forestry and Wildland Fire Management


CLASS:                      Full Time

SUMMARY OF POSITION:



Under the direction of the Fire Management Officer (FMO), the Fuels Specialist is responsible to support the mission of the Hualapai Division of Forestry and Wildland Fire Management (WFM) programs. The Fuel’s Specialist is to plan fuels treatments and prescribed burns within the Hualapai reservation. The Fuel’s Specialist is to collaborate with tribal, federal, state entities, and others when developing projects along the boundary of the Hualapai reservation. The Fuel’s Specialist will plan closely with forestry programs such as Forest Development and Timber operations. Other duties provided by the Forest Manager.



DUTIES & RESPONSIBILITIES:




  • Supports goals of Management.

  • Provides annual program intent.

  • Develops staff to meet the National Wildland Coordinating Group qualifications to support prescribed burns.

  • Collaborates with tribal, state, county, and federal entities.

  • Develops a 10 years plan to guide the Hazardous Fuels Reduction Program.

  • Provides leadership, educational opportunities, and promotes staff members.

  • Assigns duties to meet the mission of the Div. of Forestry and Wildland Fire

  • Management.

  • Inputs annual report data from IT Systems such as the National Fire Plan Operations & Reporting System (NFPORS), BehavePlus, FMAPlus, etc.

  • Complies with Tribal, State, and Federal policy.

  • Provides direction to subordinates.

  • Participates in Interdisciplinary Teams



MINIMUM QUALIFICATIONS



Education & Experience:




  • Bachelor’s Degree or higher within biology, agriculture, natural resources, chemistry, forestry, or related discipline.

  •  Combination of education and experience that include course work with the study of biological science, agriculture, chemistry, natural resources, or a discipline closely related to Natural Resources (24 semester hours).



-OR-




  •  401 Certificate, Fire Ecology and Management

  •  National Wildland Fire Coordinating Incident Management Qualifications (Currency required)

  •  Primary Core: RXB2

  •  Secondary Core: ENGB or CRWB or HMGB



Knowledge, Skills & Abilities:




  •  Knowledge of Public Law 93-638 Indian Self-Determination and Education Assistant Act of 1975

  •  Ability to budget, purchase, and reconcile program accounts.

  •  Knowledge of federal collaborator’s mission statements such as the Bureau’s within the Department of Interior and United States Forest Service

  •  Proficient in the use of Microsoft applications such as Word, PowerPoint, Excel etc.

  •  Knowledge of hazardous fuels reduction programs such as FIREMON, BehavePlus, and SASEM.

  •  Ability to communicate effectively.

  •  Knowledge of Tribal Government history, operations, policy, and Cooperative Agreements.

  •  Knowledge of Incident Command System operations and administration.




Other:




  •  Must pass a physical exam through Comprehensive Health Services and a Work Capacity Test for Red Card qualifications.

  •  Must be able to work Holidays and weekends.

  •  Must be able to attend training and travel.

  •  Must pass a background investigation.

  •  Must pass a pre-employment drug and alcohol screening.

  •  Must possess a current/valid driver’s license.

  •  Must be able to pass or meet tribal insurance policy and procedures.

  •  Must be able to maintain confidentiality.



PREFERRED QUALIFICATIONS:




  •  Previous experience as an Awarding Official Technical Representative for Public Law 93-638 Indian Self-Determination and Education Assistant Act of 1975.
