General Accounting Specialist

J. C. Lewis Primary Health Care Center is a federally qualified community health center which exists to provide patient-centered primary health care services to the medically underserved residents of the greater Savannah-Chatham County, Georgia community. Position Summary

The General Accounting Specialist manages the operational accounting and financial infrastructure of the health center. This role handles accounts payable, general ledger integrity, and tracking for federal, state, and private grants. The ideal candidate balances meticulous transactional bookkeeping with the higher-level technical skills required for federal single audits.

Key Responsibilities

• Accounts Payable (AP): Review, code, and enter vendor invoices. Match invoices to purchase orders and prepare weekly check runs and ACH batches for executive authorization. Manage vendor accounts by collecting, updating vendor files including tax documents like W-9 forms and resolving discrepancies.


• Credit Card Transactions: Review credit card transactions, enter all credit card charges and ensure support documents such as receipts are filed.


• General Ledger Management: Record daily financial transactions and validate journal entries for CFO's approval.


• Grant Expense Tracking: Monitor expenditures against HRSA Section 330 funds and other state/private awards to ensure strict compliance with grant terms and non-duplication of funds.


• Independent Reconciliation: Perform monthly bank account reconciliations. Reconcile the AR sub-ledger data and AP sub-ledger to the central General Ledger.


• Month-End Close Support: Prepare recurring monthly journal entries, expense accruals, depreciation schedules, and pre-paid amortizations.


• Audit & Compliance Readiness: Maintain organized digital and physical financial records to support the annual Uniform Data System (UDS) reporting, HRSA operational site visits, and annual single audits under Uniform Guidance (45 CFR 75).

• Additional Duties: Additional finance duties as assigned.

Qualifications & Skills

• Experience: Minimum 3–5 years of progressive accounting or bookkeeping experience. Non-profit, fund accounting, or FQHC background highly preferred.


• Education: Associate or bachelor's degree in accounting, finance, or Business Administration preferred.


• Software: Proficiency with non-profit/fund accounting software (e.g., Sage Intacct, Blackbaud Financial Edge, QuickBooks Enterprise) and advanced MS Excel skills.


• Skills: Strong understanding of GAAP (Generally Accepted Accounting Principles) and non-profit internal controls.
