Job Description - General Engineer

This position is multi-faceted and will include aspects of programming and investment planning, scope development and cost engineering, MILCON program development, and stakeholder collaboration and communication.

 

Programming and Investment Planning

  • Assume full ownership of the facilities programming cycle, developing and defending a 5-7 year financial investment plan for over 280 facilities with world-unique capabilities.
  • Perform site visits to facilities, assess the condition of the infrastructure, identify right time/right place spending, and proper scope for repair projects up to $50M in cost.
  • Deconstruct complex facility deficiencies, condition assessments (BUILDER), and mission needs into well-defined, scoped, and prioritized projects.
  • Architect and manage prioritized project lists (PPLs) for Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON) funding, balancing risk, cost, and mission impact.
  • Synthesize inputs from Facility Condition Assessments, Asset Management Plans, and Installation/Area Development Plans to build a holistic, data-driven investment strategy.
  • Program major facility renovations exceeding $10M, from initial requirements validation with commanders and occupant stakeholders to develop detailed scope, cost, and phasing strategy for a complete “tear down to-the-studs" and rebuild recapitalization.
  • Champion demolition and footprint reduction efforts by identifying outdated, inefficient facilities and integrating their removal into long-range investment plans.
  • Drive community planning efforts, leading and contributing to planning charettes and studies that inform the Installation Development Plan and Area Development Plans.

Scope Development and Cost Engineering

  • Develop planning-level (Class 3-5) parametric and detailed cost estimates using RSMeans, historical data, and professional engineering judgment to create defensible project budgets.
  • Author clear and concise project scope narratives, translating technical requirements into compelling justifications for funding.
  • Develop phased project options (e.g., minimum, optimal, full scope) and Work Breakdown Structures (WBS) to provide leadership with flexible, data-driven execution strategies.
  • Perform value engineering and trade-off analyses on scope and cost, ensuring maximum return on investment for the federal government.

MILCON Program Development

  • Champion and program MILCON projects up to $1B in value in HHQ Integrated Priority tools ensuring alignment with long-term strategic priorities and funding advocation.
  • Prepare, coordinate, and submit complete DD Form 1391 packages, authoring compelling project justifications, scope narratives, and cost breakdowns that resonate with higher headquarters. Coordinate with congressional liaisons and congressmembers for site visits.
  • Serve as the subject matter expert for the MILCON process, guiding initial concept through Air Force Civil Engineer Center, Secretary of Air Force, and Congressional approvals as well as funding advocation with the House Armed Services Committee.

Stakeholder Collaboration and Communication

  • Serve as the primary integrator between commanders, executives, engineering, planning, and financial management functions, ensuring seamless conversion of requirements into executable projects.
  • Translate complex engineering and financial concepts into clear, concise, and actionable terms for non-technical leaders, contracting officers, customers, and other stakeholders.
  • Lead programming charettes and planning meetings with mission partners to validate requirements, build consensus, and ensure programmed solutions meet long-range needs.
  • Communicate effectively verbally and in writing with the engineering team, customers, and high-level stakeholders. Primary modes of communication include technical reports, presentations, meetings, and email.

REQUIRED QUALIFICATIONS:

Education: Bachelor of Science in Engineering (any discipline) or Architecture from an ABET-accredited university is mandatory.

Experience: Minimum of 5 years of professional engineering experience in facility project management, construction management, systems engineering, or infrastructure planning and programming.

Clearance: Must have an active Department of Defense Secret Security Clearance or possess the ability to obtain and maintain one.

Citizenship: US citizenship is required.


Highly Desired Qualifications:

Professional Engineer (PE) or Registered Architect (RA) license.

Direct experience with the DoD MILCON programming process and DD Form 1391 development. Experience writing statements of work and cost estimates for major facility repair projects or new construction.

Project Management Professional Certification (PMP).

Software: Experience with RS Means cost estimating software or equivalent, and BUILDER™ Sustainment Management System (SMS) or similar SMS system.
