Job Description - General Foreman

Clay County - Small Towns. Big Passions.

Pay:

$24.31 - $28.44

Essential Duties & Responsibilities:

  • Supervises and coordinates the activities of workers involved in the repair and maintenance of   roads, ditches and drainage channels, culverts, pipelines, head-walls, outfall ditches, and driveways.

  • Responsible for training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems in accordance with County and department policies and applicable laws.

  • Interprets job orders to workers, and assigns duties. Makes and adjusts work assignments as required.  Inspects work in progress to assure conformance with instructions.

  • Communicates with workers to plan, assign, and complete job activities. Monitors production and troubleshoots and initiates problem solving.

  • Interprets County policies to workers and enforces safety regulations. Ensures availability of all required safety equipment and clothing. Trains employees in proper use of equipment.

  • Confers with supervisors to arrange for equipment such as motor vehicles, or construction and heavy equipment required for assigned projects.

  • Requisitions all necessary tools and materials required to complete projects.

  • Train and instruct Laborers; ensures all personnel conform to well-defined safety practices.

Minimum Requirements:

  • A high school diploma or GED equivalent is required.

  • A minimum of four (4) years of experience in road construction or maintenance is required.

  • Working knowledge of the following equipment: tandem axle dump truck, front end loader, grade-all, pick-up truck, and two-way radio is required.

  • A valid State of Florida Commercial Driver’s License Class B is required.

  • A valid State of Florida Commercial Driver’s License Class A is preferred and must be obtained within 12 months of employment.

  • Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job.

  • Work requires constant attention to detail.

  • Ability to plan, assign, monitor, and supervise the work of field crews.

  • Working knowledge of all road maintenance equipment.

  • Ability to remain calm in stressful situations, and able to interact with citizens and general public in different situations.

  • Ability to take a teamwork approach to the job by communicating with others, offering to help others when needed, and considering larger organizational or team goals rather than individual concerns. 

  • Ability to build a constructive team spirit where team members are committed to the goals and objectives of the team.

  • Provide direct and indirect supervision over an employee workforce assigned to the crew in the Streets & Drainage division.

  • Must be proficient in Microsoft Software Applications such as MS Word and MS Outlook.

Frequently positions self to oversee the performance of concrete and other maintenance work including in positions low to the ground and on steep or uneven surfaces. 

Frequently communicates with supervisors and other staff to safely execute the repair and maintenance of County roads, bridges, rights-of-way, drainage systems, facilities and equipment. Must be able to accurately convey and perceive information in these situations.

Must be able to perceive, inspect, and assess structures and construction sites and to read and comprehend written instructions and safety manuals to assign and perform duties. 

Employees may be required to perform duties, including the employee’s normal work function or other emergency support functions as deemed necessary by the County, as assigned before, during, and after hazardous weather or state of local emergency.

While requirements may be representative of minimum levels of knowledge, skills and abilities to perform this job successfully, the incumbent will possess the abilities or aptitudes to perform each duty proficiently.

The position must regularly move up to 25 pounds in all directions, frequently move up to 50 pounds and occasionally move up to 100 pounds. 

Must be able to move objects up to 100 pounds, and use abdominal and lower back muscles to provide support over time without fatigue.  Constant movement and use of limbs; this position requires good manual dexterity, coordination and stamina.

Regularly works around moving parts and near moving traffic. Regularly works in an outdoor environment which may expose the worker to inclement weather, excessive heat and humidity, pollution, toxic or caustic chemicals, fumes and airborne particles.

The noise level is usually moderate.
