Job Description - GENERAL PROFESSIONAL IV (FACILITY SECURITY OFFICER) - DOWNTOWN, OAHU

$5,076 to $6,177 per month (SR-22, Step D to I).

This position is located in the Department of Transportation (DOT), Harbors Division, Oahu District, Operations Section, Security and Enforcement Unit. This unit is responsible for ensuring the requirements set forth by 33 C.F.R. S 105 are met. The position serves as the O`ahu District's Facility Security Officer. Duties of the position include planning, developing, and implementing the district's Facility Security Plans (FSP) to ensure compliance with Federal and State Maritime Security laws, county ordinances, and department rules, policies, and procedures; conducting security inspections of the facilities to ensure the continuation of appropriate security measures; and developing standard procedures for the reporting of occurrences that threaten the security of the port facility and maintenance of records.

To qualify, you must meet all of the following requirements:

LEGAL AUTHORIZATION TO WORK
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Education:

A bachelor's degree from an accredited four-year college or university.

General Experience Requirement:

One (1) year

of responsible professional work experience which required a

high degree of analytical skill . Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.

For the classes of General Professional IV and V, at least one (1) year experience must have been comparable to the

General Professional III

in the State service and must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled (see Selective Certification).

The

General Professional III

independently performs

moderately complex professional work

which involves performing research and analysis in order to identify problems and recommends appropriate solutions in accordance with establsihed policies, procedures, standards, guidelines, techniques and methods.

Selective Certification Requirement

:
Applicants must possess demonstrated knowledge of Maritime regulations, laws, definitions, and their applicability; Weapons of Mass Destruction (WMD), Incident Command Systems, and other regulations concerning harbor operations and maintenance. In addition, must have the ability to plan, develop, coordinate, and analyze the maritime security and law enforcement preparedness and response plans; develop and maintain plans to provide emergency assistance in the event of emergencies/disasters caused by security incidents; and maintain effective working relationships, businesses, various organizations, volunteer workers, and the general public to elicit support for disaster assistance programs. Must possess strong communication skills, both orally and in writing.

Required: One (1) year

experience

of emergency, disaster, and/or security responsibilities for harbor or transportation inter-modal systems (harbors, highways, or airports) which demonstrated the knowledge, skills, and abilities identified above. Additionally, applicants must possess a valid State of Hawai`i Security Guard License Card at the time of hire.

Driver's License:

Applicants must possess a valid driver's license at the time of appointment.

State of Hawaii Security Guard License:

Applicants must possess a valid license at the time of hire.
