POSITION SUMMARY

This position provides dedicated oversight and coordination of all MTA Construction & Development (C&D) General Orders that require Power Control Center (PCC) support. The role is responsible for validating power limits, assessing operational feasibility, and coordinating mitigation strategies with Track & Rail Operations (TRO) and the General Orders & Diversions Unit. By identifying risks early in the General Order planning process, this position ensures that power-related constraints are properly addressed and helps prevent service disruptions across the system.
 

RESPONSIBILITIES: The selected candidate will be responsible for the following:

         Analyze poweroff General Orders (GOs), verify traction power limits, and ensure that all required approvals from TRO and Power Operations are incorporated into final GO plans.

         Confirm that defined power limits do not negatively impact revenue service or conflict with adjacent GOs; coordinate supplemental power feeds when necessary to maintain operational continuity.

         Document and communicate any required adjustments to GO plans, ensuring all stakeholders are informed of changes and mitigations.

         Develop systemwide cost and staffing estimates for contracts, incorporating labor requirements from System Operations, Third Rail, and Power Operations. Track and update estimates as project scopes evolve.

         Identify equipment requiring lockout/tagout procedures, coordinate staffing for securing locations, ensure adherence to safety protocols, and maintain accurate records of all activities.

         Lead and conduct weekly and monthly GO planning meetings with System Operators, OCC, and C&D stakeholders. Review upcoming GOs, identify potential risks, confirm readiness of all involved parties, and drive resolution of issues prior to implementation.

 

EDUCATION AND EXPERIENCE:

1) Bachelor’s degree in public administration, economics, computer science marketing or engineering and a minimum of ten (10) years’ experience of which six (6) years must have been in a managerial/supervisory capacity   - OR -

2) A satisfactory equivalent of education and experience. 

 

DESIRED SKILLS

         Knowledge of NYCT and Subways rules, regulations, policies, and procedures related to General Order planning and implementation.

         Strong project management skills with the ability to manage multiple, concurrent operational and planning activities.

         Excellent verbal and written communication skills, including the ability to convey technical information clearly to both operational and nontechnical stakeholders.

         Knowledge of rapid transit operations and familiarity with power, third rail, and service delivery considerations.

         Ability to make sound, timely decisions under pressure, especially in fastmoving operational environments.

 

SELECTION METHOD

Based on evaluation of education, skills, experience, interview, and written assessment.

As an employee of MTA NYC Transit, you may be required to complete an annual financial disclosure statement with the state of New York, if your position earns more than $101,379 (this is subject to change) per year or if the position is designated as a policy maker.
