DEPARTMENT: ADRC 

ACCOUNTABILITY: Reports to ADRC Director 

STATUS: Nonexempt, Full-time 

JOB SUMMARY 

Primary responsibility is the administration of the Georgia SHIP Program.  He/she directly manages all local program components, including the State Health Insurance Assistance Program (SHIP) and the Medicare Improvements for Patients and Providers Act (MIPPA). 

DUTIES AND RESPONSIBILITIES 

Essential Functions 

  • Direct and monitor the Georgia SHIP program grant(s) goals and objectives to insure completion of all requirements in each of county of Legacy Link/Georgia SHIP Physical Service Area (PSA). 
  • Accomplish goals by recruiting, selecting, orienting, training, scheduling, coaching, counseling and disciplining volunteers following the Volunteer Risk Program Management (VRPM) guidelines. 
  • Complete and maintain the State Health Insurance Program (SHIP) Medicare Counselor Certification. 
  • Complete all required reports, audits, surveys, other requests from Georgia Department of Human Resources (DHR) and/or Legacy Link. 
  • Assist with special projects and/or outreach events sponsored by Legacy Link or Department of Aging (DAS) 
  • Enter, verify and correct all pertinent tracking information for Georgia SHIP grant(s) in STARS. 
  • Recruitment and continuation of community partners to assist with Georgia SHIP goals and objectives. 
  • Solicit, schedule and participate in community, partner, and Legacy Link education and outreach events to achieve grant(s) goals and objectives. 
  • Maintain Georgia SHIP social media presence on Legacy Link’s website and Facebook account and with participating partners with materials approved by DAS. 
  • Schedule volunteers and trained staff to answer Georgia SHIP telephone requests for assistance for the grant(s) required hours.   
  • Maintain Legacy Link/Georgia SHIP resources including books, audiovisual materials, equipment and other resources. 
  • Interview, hire and train new staff as needed 
  • Review all material and supplies for usefulness and maintain adequate materials for distribution and training. 
  • Maintain all required user accounts as determined by DAS and/or Legacy Link 
  • Provides counseling to the public including low-cost prescription drugs for seniors, and other programs relevant to Medicare and any ancillary issues. 
  • Screen for eligibility and enroll Medicare beneficiaries in Low Income Subsidy (LIS), Medicare Savings Program (MSP), Medicare Part D and Medicare Advantage Plans. 
  • Obtain and maintain Coordinator Certification by DAS. 
  • Other duties as assigned by the ADRC Director. 

Requirements

 

EDUCATION, EXPERIENCE AND SKILL REQUIREMENTS 

Knowledge and Experience: 

  • An Undergraduate degree from a four-year college or university; or the equivalent of five (5) years of full-time experience with at least two years in aging, Medicare, Medicaid, Insurance, Volunteer Coordination, or related fields. 

Skills: 

  • Must demonstrate knowledge and experience with human services programs. 
  • Must demonstrate knowledge of Medicare, Medicaid, Medigap, long-term care insurance, fraud and abuse. 
  • Demonstrated knowledge of Microsoft 365 (Office 365) or comparable skills 
  • Excellent verbal and written communication skills including strong public speaking and presentation skills 
  • Good organizational skills with the ability to adhere to deadlines 
  • Good interpersonal skills with the ability to develop community partnerships, staff and volunteers 
  • Experience administering a grant funded program with strong program management skills  
  • Ability to follow instructions and to work independently. 

Licensure and Certification 

  • Valid State Driver’s License

  • The employee is occasionally required to stand, climb or balance; stoop, kneel, crouch or crawl. 
  • The employee must occasionally lift and /or move up to 25 pounds. 
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. 
  • The noise level in the environment is moderate as phone conversations with the hard of hearing occur daily. 

Generally, the job requires 50% sitting, 25% walking, and 25% standing.

  • This job operates in an office environment.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 
  • Temperature ranges from normal indoor climate-controlled environment in buildings or vehicles, various outdoor conditions and temperature extremes encountered during off-site travel, and unpredictable indoor environmental conditions encountered during off-site travel, and unpredictable indoor environmental conditions encountered at off-site locations. 
  • Noise level is generally quiet to moderate.
